All-In-One Enpak Power Unit Inadequate Clearance

A damaged power cable or diesel fuel hose can cause an electrical short-circuit or fuel leak. Output inductor contact with the frame can cause an electrical arc. Any of these scenarios can increase the risk of a fire.

Summary

Miller Electric MFG. CO. (Miller) is recalling certain EnPak A60 Diesel Engine-Driven All-In-One Air Compressor/Generator/Battery Charger/Crank Assist/Hydraulic Pump/Welder (Model A60GB – Stock Numbers 907813, 907813001, Model A60GBH – Stock Numbers 907814, 907814001 and Model A60GBHW – Stock Numbers 907815, 907815001). All units are within the following serial number range NB290697R ? NC080172R and were manufactured between July 16, 2021, and February 16, 2022. A bracket inside the EnPak All-In-One unit may have been installed with inadequate clearance, allowing the drive belt to contact other components, and potentially causing damage to the ground wire, battery cables, and fuel hoses. In addition, a lack of clearance between the output inductor and EnPak All-In-One frame may cause an electrical arc.

 

Remedy

Dealers will inspect and replace the ground wire, battery cables, and fuel hoses, as necessary, and install a larger bracket. A new bracket will also be installed between the output inductor and frame. Repairs will be performed free of charge. Vehicle upfitters were notified February 28, 2022. Owner letters were mailed May 27, 2022. Owners may contact Miller customer service at 1-920-735-4505.

You are required to submit a draft owner notification letter to this office no less than five days prior to mailing it to the customers. Also, copies of all notices, bulletins, dealer notifications, and other communications that relate to this recall, including a copy of the final owner notification letter and any subsequent owner follow-up notification letter(s), are required to be submitted to this office no later than 5 days after they are originally sent (if they are sent to more than one manufacturer, distributor, dealer, or purchaser/owner).

Please be reminded that under 49 U.S.C. § 30112(a)(3), it is illegal for a manufacturer, to sell, offer for sale, import, or introduce or deliver into interstate commerce, a motor vehicle or item of motor vehicle equipment that contains a safety defect once the manufacturer has notified NHTSA about that safety defect. This prohibition does not apply once the motor vehicle or motor vehicle equipment has been remedied according to the manufacturer’s instructions.

As stated in Part 573.7, submission of the first of eight consecutive quarterly status reports is required within one month after the close of the calendar quarter in which notification to purchasers occurs. Therefore, the first quarterly report will be due on, or before, 30 days after the close of the calendar quarter.

To:   End users and all persons in possession of a Miller Electric Mfg. LLC (“Miller”) EnPak A60GB, GBH, and GBHW units.

This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act.

Miller has decided that a defect that relates to motor vehicle safety exists in certain Miller EnPak A60GB, GBH, or GBHW product with a serial number listed below. You should stop using the product and contact the Miller distributor where the EnPak was purchased.

Miller has determined that during installation onto a work truck, the EnPak A60 Series can be installed in a manner that does not assure adequate clearance between the internal EnPak A60 Series drive pulley/belt and the installed ground wire, battery cables, and fuel line hoses, due to the size of the bracket and location of the wires, cables, and hoses. As a result, there is the possibility that contact between the drive pulley/belt and the ground wire, battery cables, and fuel line hoses can occur and cause friction damage to the ground wire, battery cables, and fuel line hoses. Additionally, the output inductor could possibly contact the frame, due to lack of clearance between the output inductor and frame.

If contact between the drive pulley/belt and ground wire or battery cables provided with the EnPak A60 Series occurs, the ground wire insulation or battery cable(s) insulation can be abraded, potentially causing shorting between the ground wire and battery cables or between the battery cables, which can lead to excessive electric current and a potential fire hazard. If contact between the drive pulley/belt and fuel line hoses provided and installed by the truck upfitter occurs, the fuel line hoses can be abraded, potentially causing a fuel leak.

If contact between the output inductor and the frame of the EnPak A60 Series occurs, there is a potential for an electric arc and/or an unintended path for electric current to flow. This creates a risk of fire and damage to the EnPak A60 Series and work truck. This can only occur while the EnPak A60 Series is operating and not while the work truck is traveling on a roadway.

Immediately discontinue use of all Miller EnPak A60GB, GBH, and GBHW products with these serial numbers and take the following steps: 

  1. Notify all affected personnel.
  1. Contact the Miller distributor where the EnPak was purchased. Be prepared to provide the following information:

Miller is committed to replacing the affected parts in the EnPak. We regret any inconvenience this situation causes and we appreciate your patience as we implement the resolution, which is identified in Miller Electric Service Memos 1286 and 1287 and Field Instruction F290964 and F291875, respectively. The remedies include replacing any damaged battery cables or fuel line hoses, replacing the original bracket with a larger one, and discarding the original frame bracket and installing a replacement bracket that has a cutout. All repairs will be completed by an Authorized Miller Service Distributor free of charge, and Miller will reimburse for the components and labor. Miller estimates that all repairs will be completed within seven (7) days after notice is provided to Miller, and that replacement will take approximately 2.5 hours. This remedy will be done free of charge. Please contact your authorized EnPak distributor or service station with any additional questions. Chronology :

Belt Abrasion : Miller Electric was notified by a truck upfitter on January 25, 2022, that during installation of an EnPak A60 Series onto a work truck, the ground wire and battery cables were abraded. The truck upfitter determined that the ground wire and battery cables were contacting the drive pulley/belt. Miller Electric was notified by a second truck upfitter of the same issue on January 26, 2022. On January 28, 2022, after further investigation of EnPak A60 Series units in Miller Electric’s factory, Miller Electric confirmed that it is possible for the ground wire or battery cables provided by Miller Electric, or fuel line hoses provided and installed by the truck upfitter, to contact the drive pulley/belt. Due to Miller Electric’s initial investigation, no additional EnPak A60 Series units were shipped after January 28, 2022. On February 3, 2022, Miller Electric examined an EnPak A60 Series unit to begin developing a corrective action. Output Inductor to Frame Contact : During Miller Electric end of line testing of the EnPak A60 Series on February 16, 2022, a production unit did not pass the dielectric strength test. Miller Electric evaluated the production unit and determined that the output inductor coil was contacting the EnPak A60 Series frame. After further inspection, Miller Electric noticed that the output inductor coil was contacting the EnPak A60 Series frame on multiple production units. On February 17, 2022, it was determined that the output inductor was manufactured in a way that it could possibly cause the output inductor coil to contact the EnPak A60 Series frame.

Both Issues: On February 17, 2022, the corrective actions for both were reviewed and finalized, and Miller Electric determined that corrective actions should be performed on all 296 EnPak A60 Series units that had been delivered to truck upfitters. On 2/21/22, product recall letters were finalized. Important Product Safety Warning letters were sent to distributors on 2/28/22.
