ECM Short Circuit May Cause Engine Stall
An unexpected engine shut down can increase the risk of a crash. Additionally, a disabled school bus may require an evacuation procedure in an uncontrolled traffic situation, increasing the risk of injury to passengers.

Summary
Blue Bird Body Company (Blue Bird) is recalling certain 2023 All American school buses. The engine control module (ECM) may experience an internal short-circuit, which can result in an unexpected engine shut down without the ability to restart the vehicle.
Remedy
Dealers will replace the ECM and update the software, free of charge. Owner notification letters were mailed on September 26, 2022. Owners may contact Blue Bird’s customer service at 1-478-822-2242. Blue Bird’s number for this recall is R22BZ-SB.

Chronology :
June 14, 2022: Cummins
received a report from an OEM of an ECM failure at an OEM facility.
June 21, 2022: Cummins
notified the ECM supplier, Vitesco, of the failure.
June 21-29, 2022: Cummins
received additional reports from OEMs of ECM failures occurring during production. Cummins
collected and returned three ECM’s to the supplier for failure analysis.
June 28-20, 2022: Vitesco informed Cummins
about the Potential Circuit Board (PCB) damage after confirming that ECM’s returned from Cummins
were due to this failure mode. According to the supplier, ECM’s with potentially damaged PCB’s were produced May 16, 2022 through June 2, 2022.
Cummins
initiated containment actions at impacted engine plants and vehicle OEM plants.
June 30, 2022: Cummins
and Vitesco began investigating the failure mechanisms and potential screening test methods.
June 14, 2022 through July 19, 2022: Cummins
received two field reports alleging on-road engine stalls.
July 11-12, 2022: Cummins
conducted a Product Safety Hazard Analysis.
July 12-19, 2022: Cummins
escalated the issue through its Product Safety Defect Determination process, including gathering additional information and conducting additional analysis for the Product Safety Hazard Analysis.
July 21, 2022: Based upon the results of the investigation, the Cummins
Product Safety Defect Board decided this issue constitutes a safety defect. Accordingly, Cummins
will notify OEM customers of this defect. For those OEM’s that make a safety defect determination with respect to their potentially affected vehicle population, Cummins
will, at the OEM’s request, conduct the notification and remedy campaign on their behalf. To date, there have been no reports of accidents or injuries due to this condition.
Note regarding production start dates: For reasons unrelated to this issue, some engines were built without ECM’s prior to May 16, 2022, and later upfit with suspect ECMs.

ACTION: In order to qualify for repair under this field action, an engine: 1 will be covered regardless of coverage status, and 2 must show as OPEN on QuickServe® Online for this field action.
