JD E-Commerce America Limited (“Joybuy Express”) has decided that certain child seats (see list below for specific models) fail to conform to Federal Motor Vehicle Safety Standard No. 213, “Child Restraint Systems.” According to our records, your child restraint system is affected. Affected products include the following products sold on the Walmart marketplace:

Joybuy Express will refund the purchase price to our customers. According to a letter dated December 1, 2020 (as attached), the National Highway Traffic Safety Administration (“NHTSA”) determined that the Marainbow Portable Infant Safe Seat child restraint system contains deficiencies which constitute possible noncompliance with Federal Motor Vehicle Safety Standards. Out of an abundance of caution, Joybuy has agreed to proceed with a voluntary recall of the Marainbow Portable Infant Safe Seat, as well as all materially similar products. Provided that Walmart is the sole distributor of these products in the United States, Joybuy intends to work in conjunction with Walmart to promptly notify customers of the possible noncompliance. As part of this recall effort, Joybuy will offer a full refund to all purchasers upon receipt of proof of destruction of the item. Description of the Safety Risk : The noted noncompliance does not affect the dynamic performance of the
child restraints but the products may not have the required labeling as specified in S5.5, printed instructions as required by S5.6 or the product registration card as required by S5.8. The failure to provide the required information could result in caregivers using the CRS inappropriately and the failure to provide a mechanism for customers to register the CRS with a manufacturer increases the difficulty of locating customers in the event of a recall. Further, these child restraint systems were designed to be attached to the back and/or cushion which fails the requirements listed in S5.3.1(a). The CRS also lacks the ability to be installed using the methods required by S5.3.2 & S5.9 for a CRS of this type. Failure to comply with these safety standards may result in improper installation and increase the risk of injury.

Production Dates : AUG 02, 2020 – MAY 07, 2022 Part 573 Safety Recall Report 22C-008 Page 2 Description of Noncompliance : Description of the Noncompliance : According to a letter dated December 1, 2020, NHTSA determined that the Marainbow Portable Infant Safe Seat child restraint system contains deficiencies which “constitute possible noncompliance with FMVSS No. 213 S5.3.1(a), S5.3.2, S5.5, S5.6, S5.8, S5.9, and failure to file in accordance with 49
C.F.R. Part 566 and 49 C.F.R. Part 551.” FMVSS 1 : 213 – Child restraint systems FMVSS 2 : NR
Description of the Safety Risk : The noted noncompliance does not affect the dynamic performance of the
child restraints but the products may not have the required labeling as specified in S5.5, printed instructions as required by S5.6 or the product registration card as required by S5.8. The failure to provide the required information could result in caregivers using the CRS inappropriately and the failure to provide a mechanism for customers to register the CRS with a manufacturer increases the difficulty of locating customers in the event of a recall. Further, these child restraint systems were designed to be attached to the back and/or cushion which fails the requirements listed in S5.3.1(a). The CRS also lacks the ability to be installed using the methods required by S5.3.2 & S5.9 for a CRS of this type. Failure to comply with these safety standards may result in improper installation and increase the risk of injury.

On May 16, 2022, Joybuy Express confirmed that it ceased offers for sale in the United States of the products identified in NHTSA letter.
