All units produced during the time period identified above and sold by Harbor Freight Tools (HFT) share the same design. The recall encompasses the entire population of the product run. Production Dates : JUL 16, 2018 – JAN 13, 2023 Description of Defect : Description of the Defect : For certain units of the Central Hydraulics High Position Motorcycle Lift (SKU 99887), the welds may be susceptible to fatigue cracking, which may lead to premature failure and cause the product to fall and/or drop the load, posing a risk of injury and/or property damage. Further, the tubing quality for certain units may be insufficient to repeatedly lift the rated load. FMVSS 1 : NR FMVSS 2 : NR Description of the Safety Risk : Failure of the product welds or the product tubing may cause the product to fall and/or drop the load posing a risk of injury and/or property damage. Description of the Cause : The defect is caused by inconsistent weld quality and/or inconsistent tubing quality. Identification of Any Warning that can Occur : The product’s welds may develop fatigue cracking and the product’s tubing may bend or break prior to a failure and/or the product dropping the load. Part 573 Safety Recall Report 23E-016 Page 2 The information contained in this report was submitted pursuant to 49 CFR §573 Involved Components : Component Name : N/A Component Description : N/A Component Part Number : N/A Supplier Identification : Component Manufacturer Name : Ningbo Fenghua Nanfang Machinofacture Co Address : No. 50 Zhenxi Road Shangtian Town Fenghua City Zhejiang Ningbo, CN Zhejiang Foreign States 315511 Country : China Chronology : As a result of a customer claim alleging that the lift arm on the Central Hydraulics High Position Motorcycle Lift (SKU 99887) dropped from its highest position while holding a motorcycle, allegedly causing damage to the motorcycle (but caused no injuries), HFT engineers conducted an internal investigation including by requesting that the customer return the product to be returned for analysis. HFT engineers reviewed reports alleging similar malfunctions of the same product, with one claim alleging bodily injury (extent unknown). For its investigation, HFT performed visual, integrity, and performance tests on new product from its inventory. HFT’s investigation showed that certain of the tested products dropped the load during load testing due to weld fatigue cracking or the deformation of the product’s tubes. On February 23, 2023, HFT implemented a stop sale to prevent any further sales of the product and HFT cancelled the shipment of future orders from the manufacturer. On February 24, 2023, HFT confirmed the cancellation of future orders. HFT received a total of 7 claims alleging that the product dropped a motorcycle while in the elevated position. In certain of those instances, a weld was alleged to have broken. Of the 7 claims, 1 claim alleged bodily injury, although the extent of the injury is unknown. HFT did not receive any claims alleging death due to the recall condition. HFT received notice of those 7 claims between February 1, 2015, and June 10, 2022. Upon confirmation of a customer’s purchase, customers will be provided a refund in the form of an HFT gift card. In the event that a customer previously paid to repair the condition prior to receiving notice of the recall, the customer may contact Harbor Freight at [email protected] or 1-800-444-3353. How Remedy Component Differs from Recalled Component : The product will be discontinued, thus there is no remedy component. Identify How/When Recall Condition was Corrected in Production : HFT implemented a stop sale on February 23, 2023. Further, on February 24, 2023, HFT confirmed the cancellation of future shipments and orders from the factory.
