Spartan Fire
, LLC (Spartan Fire
) is recalling certain 2020, 2022 and 2023 Gladiator and 2023 MetroStar vehicles. The front-drive steer axle fasteners may loosen, resulting in a complete separation of the axle assembly joints.
Remedy
Dealers will inspect and replace the pro-torque nut keeper on the steer axle assembly, free of charge. Owner notification letters were mailed May 10, 2023. Owners may contact Spartan Fire
customer service at 1-517-543-6400. Spartan Fire

CONDITION:
Certain Meritor
Front non-drive axle Pro-Torq wheel hub keepers were observed to be installed incorrectly.
CORRECTION:
Inspect Pro-Torq nut installation and adjust per instructions if necessary.

Chronology :
On March 2, 2023 – Spartan Fire
received communication from Meritor
of a potential issue with their pro-torque nut keeper installation. An investigation was started and PSR team created.
March 2 – 15, 2023 – Spartan identified the potential population, conducted a risk assessment and issued a stop ship.
On March 15, 2023 – Escalated the issue to REV Group Management.
On March 22, 2023 – REV Group Recall Committee approved a voluntary recall for this issue.

This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act.
Spartan Fire
, LLC has decided that a defect which relates to motor vehicle safety exists in certain model
year 2020, 2022-2023 Gladiator and 2023 MetroStar model emergency response chassis cabs.
What is the defect?
Based upon information provided by Meritor
, if the keeper is not properly installed and engaged on
the pro-torque nut wheel end, the nut may loosen. If the nut loosens over time, the wheel end may
separate from the steer axle.
Separation of the wheel end from the steer axle could result in potential injury, loss of vehicle control,
and increase the risk of a crash. The initial effect would be the driver would feel vibration from the
steer axle.
Corrective Action:
Contact your local repair facility for assistance with facilitating the inspection and repair, as necessary,
free of charge. Contact Meritor
’s OnTrac Technical Call Center @1-866-668-7221 to open a case and
order parts, if necessary, to complete remedy. There is no cost to the vehicle owner for the recall
remedy.
The inspection will take approximately 1 hour to complete and 4 hours if the replacement of the keeper
is needed. Complete the work per Meritor
’s instructions in the service bulletin.
What should the final stage manufacturer do?
On the attached document, you will find a list of chassis cabs Spartan has sold to you. If you agree the
identified chassis, contains a safety defect, you are reminded of your responsibility to notify the National
Highway Traffic Safety Administration (NHTSA) in accordance with 49CFR573. It is a violation of federal
regulation to sell a vehicle subject to a safety recall without the recall first being remedied.

Pro-Torq• Nut Keeper Inspection
Procedure
1 . Park 1he vehicle on a level surface. Block the rear viheels to
prevent the “‘9hicle from moving.
2. Raise the vehicle so !hat the rude to be inspected is off the
ground. Support the vehicle with safety stands. Do not use a
jack to s1.pport 1he vehicle.
3. Clean the area at the hub-to-htb c0Yer interface using a clean
rag.

3. Measure the wheel end play. Attach a dial indicalor ID the
hub and place the pointer of the dial indicator oo the spinde.
Without rotating lhe rotor, push inward and ZERO the indicator,
then pul outward on the rolDr and record the reading Reier
to MM 23A. section 5 . page 44, Step 10A through D only.

5. Remow the keeper from the Pro-Ta~ nul Use a screM!nver
in the keeper arm sloes (see f;gure 2} la carefully pry the
keeper arm from the undercut groove on each side uni) the
keeper is released. Discard the keeper.
6 . Remow the Pro-Tor~ nut and hub assembly frnm the spindle.
7. Check for metal debns and wear on components. Replace any

8 . Clean the spinde lo remo.e any lubricant, airrosion prevention
mating, loreign material, or su:face rust that may be present

diameter of lhe bearmg cones wilh Gmde 2 grease er the

11. ‘,bmt the hub assembly onto the a,de ~ndle with a smooth.
firm rnobcn wh~e holding the outer bearing in place. Use care
to maintain alignment between the bearing cones. spacer. and
spindle and to avoid seal damage.
12. Seal the beamg as follows:
a. Install the Pro-Torq• rut on the ~ndle. lighten the oot lo
200 lb-11 (271 Nm) v.hile rotating the hub.
b. Back lhe nut off one full tum.
13. Adjust lhe i\beel bearing as lollows:
a. lighten the Pro-Tcxq9nut ID 100 lb- ft (135. 6 Nm) while
rotating the hub.
b. Back the nut off one raised face mark (1 /4 tum).
14. lnsla!I the new keeper (Memor 122751709/Stemco 4504865)
using the following slllps.
a. Insert lhe new keeper in the underart grnoo;e of the nut.
b. Engage the mating teeth.
c. Compress and insert the keeper arms. one at a time. into
the underart groove with the screwdriver in lhe keeper arm
slots. Figure 2.
NOTE: DO NOT BACK OFF HE NJT TO ENGAGE. If lhe
keeper mating t.eeih aee not engaged, !hen slcmf\, tighten lhe
nut until they engage.

15. Take a pholD of the keeper and Pro-Torq” oot installed.
16. Measure lhe end play lo ensure it is within specification.
Refer to Step 3 C, it.s prooewre.
17. Install new gaskets for lhe hub cover.
18. Install the Id, cover and baits a.nil tighten ID 12-18 lb-ft
(16.27-24.4 Nm).
19. Reinstall !he brake caliper or brake cfrurn_
• For EX+ rM /,jr Ilise Brake, Land H Models. refer ti Ml,1–0467.
section 6 page 31. Tighten the M20 caliper bots to 350-450 lb-ft
(474-610 Htn).
• For Foor..Pistoo Ouadraulic Disc Brake Caliper, reter to
MM-2075, sectioo 5 page 12. Tighten the t.t14 caliper bolts to
140-170 lb-ft (189.8 -230 Nm)
• For drum brakes. Re-inslall lhe dun per lhe manufacturer”s
recommended mstruclions.
20. Remove the oil fill plug on the COYer and fill the hub with
specified all. Once filled lo the proper level, reinstall the all fill
plug and tigllten lo specification.
NOTE: Oil is slow ID main thl’CJUlt, the outer wheel bearing.
When filling the tdls wrth oil. it is best to check the oil level
several times as they slowly drain lhroogh the bearing into the
hubca-..ty.
21. Re-instal the ,..tieel and tire assembly. Refer to the OEM for
oorrect instructions and speciftcalions.

The inspection will take approximately 1 hour to complete and 4 hours if the replacement of the keeper

This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act.
Spartan Fire
, LLC has decided that a defect which relates to motor vehicle safety exists in certain model
year 2020, 2022-2023 Gladiator and 2023 MetroStar model emergency response chassis cabs.
Based upon information provided by Meritor
, if the keeper is not properly installed and engaged on
the pro-torque nut wheel end, the nut may loosen. If the nut loosens over time, the wheel end may
separate from the steer axle.
Separation of the wheel end from the steer axle could result in potential injury, loss of vehicle control,
and increase the risk of a crash. The initial effect would be the driver would feel vibration from the
steer axle.
Owners will be notified by mail about the recall and will be instructed to contact the appropriate
Dealer for repair. The repair facility will need to open a case, complete the inspection, and order the
part, if necessary, with Meritor
’s OnTrac Technical Call Center. There is no cost to the vehicle owner for
the recall remedy.
IMPORTANT: Some vehicles may still be in dealer inventory. Federal law requires you to complete the
recall remedy on such vehicles before delivery to the retail customer.
SCHEDULING THE WORK:
1. When the customer calls reporting receipt of a Recall Letter, schedule the work at your mutual
convenience.

2. To determine if the vehicle is affected by the campaign, contact Meritor
’s OnTrac Technical Call
Center @1-866-668-7221 to open a case and reference program number C23AA. Provide the
necessary vehicle information as needed.
3. To obtain the necessary part, work with the Meritor

4. Please provide Spartan with the current owner name, address and phone number.
5. If you have previously performed the inspection or the repairs but have not yet submitted an
invoice for the work, we are requesting that you submit the invoice within 10 calendar days.
COMPLETING THE WORK:
Meritor
is providing, free of charge, the labor costs and the component, if needed, for the inspection
and potential replacement of the keeper. The inspection will take approximately 1 hour to complete and
4 hours if the replacement of the keeper is needed. Complete the work per Meritor
’s instructions in the
service bulletin.

received communication from Meritor
of a potential issue with their pro- torque nut keeper installation. An investigation was started and PSR team created.
March 2 – 15, 2023 – Spartan identified the potential population, conducted a risk assessment and issued a stop ship.
On March 15, 2023 – Escalated the issue to REV Group Management.
On March 22, 2023 – REV Group Recall Committee approved a voluntary recall for this issue. Description of Remedy :
Description of Remedy Program : Meritor
will work with affected vehicle manufacturers to inspect and
replace the pro-torque nut keepers as necessary on the subject steer axles. The vehicles that have been remedied would have been covered through the normal warranty process. How Remedy Component Differs from Recalled Component :
Identify How/When Recall Condition was Corrected in Production : The remedy is to correct the installation of the pro-torque nut keeper within the axle. The remedy component would be the same.
