Summary
Blue Bird Body Company (Blue Bird) is recalling certain 2018-2021 All American and Vision School Buses, equipped with PowerDrive 7000 electric drive systems. The System Control Module (SCM) may activate the anti-rollback feature, causing the vehicle to reverse faster than expected when the vehicle is in reverse and pointing downhill with the brake pedal not applied.
Remedy
Dealers will update the SCM software calibration, free of charge. Owner notification letters were mailed May 10, 2023. Owners may contact Blue Bird customer service at 1-478-822-2242. Blue Bird’s number for this recall is R23CG (SB)

DESCRIPTION:
This Safety Campaign is being issued to update the System Control Module on certain BES CM0904 EV104B units currently in the field. This field action authorizes technicians to download the latest calibration for the System Control Module.
Chronology :
July 20, 2022: Cummins
received a report on two Blue Bird buses at a Canadian fleet customer. No accidents or injuries were reported. Both Blue Bird & Cummins
Field Service Engineers were present during the initial
discovery to evaluate the complaint.
July 21, through August 12, 2022: Cummins
conducted engineering tests & was able to replicate the condition.
August 12, 2022 through September 30, 2022: Cummins
conducted further testing to understand the cause & in conjunction with this testing, developed a preliminary calibration that addressed this condition on the vehicles from which the complaint originated.
September 30 through November 28, 2022: Cummins
began a Product Safety Hazard Analysis & constituted a cross-functional team to conduct further vehicle evaluation comparing the vehicle performance with the original calibration & the preliminary new calibration.
November 28, 2022 through January 30, 2023: Cummins
gathered additional info regarding the operation of the anti-rollback feature, conducted an additional vehicle evaluation, & completed the Product Safety Hazard Analysis.
February 14, 2023 through March 20, 2023: Cummins
escalated the issue through multiple reviews in its Product Safety Defect Determination process including gathering additional information to answer questions from the Product Safety Defect Board & arranging a vehicle demonstration of the issue for the members of the Board.
March 20, 2023: Based upon the information developed during the investigation & the additional info, Cummins
Product Safety Defect Board decided to conduct a safety campaign to address this condition. To date, there have been no reports of accidents or injuries related to this condition, & no further complaints (other than the initial two complaints that prompted this investigation).
March 28, 2023: Blue Bird was notified by Cummins
of the Power Drive 7000 BES CM0904 EV104B Safety Recall.
April 12, 2023: Blue Bird authorized a recall to correct this condition.

This notice is sent to you in accordance with the requirements of the National Traffic and Motor
Vehicle Safety Act. Cummins
Inc. has decided that a defect which relates to motor vehicle
safety exists in certain PowerDrive 7000 BES CM0904 EV104B electric drives that were
manufactured between June 1, 2018 and October 30, 2021.
This notice applies to your electric drives listed on the enclosed table.
WHY IS A RECALL BEING CONDUCTED?
Due to a software calibration issue, if the driver releases the brake while the vehicle is in
reverse pointing downhill on a grade greater than approximately 7%, the System Control
Module may activate the anti-rollback feature, causing the vehicle to move backwards uphill at a
rate that may exceed the driver’s expectations, increasing the risk of a crash.
WHAT ARE WE DOING ABOUT THE PROBLEM?
Cummins
has released field Safety Campaign C2677 “Vehicle Roll-Back Safety Campaign” to
correct this condition by updating the software calibration in the System Control Module. The
new calibration is currently available at Cummins
Distributors and authorized Warranty Dealers.
The repair will be completed free of charge (parts and labor) and most applications will require
approximately 1 hour to complete.
WHAT SHOULD YOU DO?
Contact the nearest Cummins
Distributor or authorized Warranty Dealer to arrange to have this
campaign performed on your electric drive. The distributor or dealer will work with you to
schedule the best date to complete this repair.
In the meantime, Cummins
advises drivers to use caution when reversing the vehicle on a hill.

Dear Cummins Customer:
This notice is sent to you in accordance with the requirements of the National Traffic and Motor
Vehicle Safety Act. Cummins Inc. has decided that a defect which relates to motor vehicle
safety exists in certain PowerDrive 7000 BES CM0904 EV104B electric drives that were
manufactured between June 1, 2018 and October 30, 2021.
This notice applies to your electric drives listed on the enclosed table.
WHY IS A RECALL BEING CONDUCTED?
Due to a software calibration issue, if the driver releases the brake while the vehicle is in
reverse pointing downhill on a grade greater than approximately 7%, the System Control
Module may activate the anti-rollback feature, causing the vehicle to move backwards uphill at a
rate that may exceed the drivers expectations, increasing the risk of a crash.
WHAT ARE WE DOING ABOUT THE PROBLEM?
Cummins has released field Safety Campaign C2677 Vehicle Roll-Back Safety Campaign to
correct this condition by updating the software calibration in the System Control Module. The
new calibration is currently available at Cummins Distributors and authorized Warranty Dealers.

July 20, 2022: Cummins received a report on two Blue Bird buses at a Canadian fleet customer. No accidents or injuries were reported. Both Blue Bird & Cummins Field Service Engineers were present during the initial discovery to evaluate the complaint.
July 21, through August 12, 2022: Cummins conducted engineering tests & was able to replicate the condition. August 12, 2022 through September 30, 2022: Cummins conducted further testing to understand the cause & in conjunction with this testing, developed a preliminary calibration that addressed this condition on the vehicles from which the complaint originated.

cross-functional team to conduct further vehicle evaluation comparing the vehicle performance with the original calibration & the preliminary new calibration.
November 28, 2022 through January 30, 2023: Cummins gathered additional info regarding the operation of the anti-rollback feature, conducted an additional vehicle evaluation, & completed the Product Safety Hazard Analysis.
February 14, 2023 through March 20, 2023: Cummins escalated the issue through multiple reviews in its Product Safety Defect Determination process including gathering additional information to answer questions from the Product Safety Defect Board & arranging a vehicle demonstration of the issue for the members of the Board.
March 20, 2023: Based upon the information developed during the investigation & the additional info, Cummins Product Safety Defect Board decided to conduct a safety campaign to address this condition. To date, there have been no reports of accidents or injuries related to this condition, & no further complaints (other than the initial two complaints that prompted this investigation).
March 28, 2023: Blue Bird was notified by Cummins of the Power Drive 7000 BES CM0904 EV104B Safety Recall.
April 12, 2023: Blue Bird authorized a recall to correct this condition.
Description of Remedy :
Description of Remedy Program : The remedy is to update the SCM software calibration. Cummins will
reimburse the labor cost of the repair related to this recall at no cost to the Dealer or to the vehicle owner. A recall specific reimbursement plan will be provided on the Cummins Recall Portal for those units not covered by the limited warranty. How Remedy Component Differs from Recalled Component :
Identify How/When Recall Condition was Corrected in Production : The software calibration part number will not change, but the remedy Calibration Number will be a new unique number.
Cummins Production of this product ceased on October 30, 2021. Therefore, no correction was necessary for Production units. Recall Schedule :
Description of Recall Schedule : Dealer and Owner Notifications are to be issued on or before May 26,
2023.
Parts are not required; this is a software calibration.
