Summary
Entrans International
, LLC (Entrans) is recalling certain 2023 Polar Tank SCX9 trailers. The trailers may have been produced without a rear impact guard certification plate. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard numbers 223, “Rear Impact Guards” and 224, “Rear Impact Protection.”
Remedy
Dealers will install the certification labels, free of charge. Owner notification letters are expected to be mailed August 30, 2023. Owners may contact Entrans customer service at 1-320-746-2255.

Chronology :
8/9/23: A field report was received indicating that there was a RIG observed on VIN 3H6KR4228P312432 with no certification label. The report was immediately investigated using methods including engineering drawing analysis, photographs, and field measurements of tire face to rear face of impact guard.
8/15/23: It was decided that a non-compliance exists.

The population was determined by locating trailers with design features the same as the reported unit. The recalled units differ from other products in that they were custom manufactured with a customer specific axle location. Production Dates : JUL 01, 2022 – FEB 28, 2023 VIN Range 1 : Begin : 3H6KR4225P3121355 End : 3H6KR4222P3121717 ✔ Not sequential Description of Noncompliance : Description of the Noncompliance : The trailers were manufactured with a rear impact guard (RIG) that does not contain the certification label as required by paragraphs S5.3 of FMVSS No. 223 and S5.1 of FMVSS No. 224. All other aspects of the guards are in full compliance with RIG requirements. FMVSS 1 : 223 – Rear impact guards FMVSS 2 : 224 – Rear impact protection Description of the Safety Risk : Rear Impact Guards for trailers reduce the risk to passenger vehicle occupants in crashes in which a passenger vehicle impacts the rear end of a trailer or semitrailer. The certification plate is required by NHTSA as the manufacturer’s self-certification of the RIG as compliant with all applicable standards. It is an indication to consumers that the RIG provides a minimum level of safety protection. Offering products for sale that fail to contain the manufacturer’s certification violates the NHTSA self-certification system, which is the foundation of the certification method established by the Part 573 Safety Recall Report 23V-585 Page 2 The information contained in this report was submitted pursuant to 49 CFR §573 National Traffic and Motor Vehicle Safety Act of 1966. Description of the Cause : The units had a deviation in design vs. normal production that led to the omission of the certification label.
