Harley-Davidson
Motor Company (Harley-Davidson
) is recalling certain Profile Low Rear Suspension and Tall Rear Shocks that were sold as H-D Parts & Accessories with part numbers 54000134 & 54000294. A fastener securing the rear shock absorber may break and allow the rear shock absorber adjuster to damage the rear tire, causing a loss of tire pressure.
Remedy
Dealers will replace the shock absorber fastener, free of charge. Owner notification letters were mailed September 8, 2023. Owners may contact Harley-Davidson
customer service at 1-800-258-2464. Harley-Davidson

What is the Issue?
The fastener that retains the rear shock absorber adjuster on your motorcycle may fracture, potentially allowing the rear shock absorber adjuster to contact the rear tire. A risk of a crash exists if contact between the rear shock absorber adjuster and tire remains undetected, resulting in a loss of pressure.

These kits were sold as accessories for certain Model Year 2018 through 2023 Softail models and shipped to Harley-Davidson
dealers between March 1st, 2018 and August 22nd, 2023.

M1604: RECALL 0182 H-D P&A SOFTAIL SHOCKS
Purpose for Service Bulletin
This bulletin informs dealers that Harley-Davidson
has learned that a defect which relates to motor vehicle safety exists in certain Parts and Accessories (P&A) Profile Low Rear Suspension (Part No 54000134) or P&A Tall Rear Shock (Part No 54000294) kits intended for installation on certain 2018–2023 Softail motorcycles. Refer to Table 3.
Specifically, the fastener that retains the rear shock absorber adjuster on the vehicle may fracture, potentially allowing the rear shock absorber adjuster to contact the rear tire. A risk of a crash exists if contact between the rear shock absorber adjuster and tire remains undetected, resulting in a loss of pressure.

Part No 91500114 (Recall Kit, 0181 and 0182) will not be available for dealer orders at launch. Kits will be distributed in automatic wave shipments beginning on or about September 1, 2023 and continue until further notice.

Tools Required:
Power Drill, 11/32 in Drill Bit, Locking Pliers (or comparable clamp), Torque Wrench
1. Remove seat. See service manual.
2. See Figure 2. Install locking pliers (2) to Pre-Load Adjuster (PLA) (3) and crossmember bracket (4).
3. Remove Original Equipment (OE) ¼-20 inch screw.
NOTE
Use extreme caution to not damage the hydraulic hose connecting the PLA to the shock.
4. Using 11/32 inch drill bit (1), drill through crossmember bracket (4) and PLA (3).
a. Using the existing hole on crossmember bracket (4) as a guide.
5. Remove locking pliers (2) and separate the PLA (3) from crossmember bracket (4).
a. Remove any burrs from drilling the components.
b. Clean metal chips from under the seat area.
c. Using Frame Paint Touch-Up Pen (Part No. 93936) or local approved equivalent for international
dealers, touch up the brackets from drilling and to prevent any corrosion from forming.
d. Allow paint to dry.
6. See Figure 3. Install PLA (1) to crossmember (4).
7. Install 5/16-inch screw (3) and locknut (2). Tighten. Torque: 32.8–36.3 N·m (24–27 ft-lbs)
8. Install seat. See service manual.
a. After installing seat, pull upward on seat to be sure it is locked in position.
9. Return vehicle to customer and file appropriate recall claim. Refer to Credit Procedure.
Service Department Action – Kits in Inventory
1. For uninstalled P&A shock assemblies, drill out the threaded hole in the adjuster with the 11/32 in drill.
2. Paint drilled area.
a. Remove any burrs from drilling the component.
b. Using Frame Paint Touch-Up Pen (Part No. 93936) or local approved equivalent for international
dealers, touch up the brackets from drilling and to prevent any corrosion from forming.
c. Allow paint to dry.
3. Return kit to inventory.

Chronology :
06/01/23 – Harley-Davidson
’s (H-D’s) Technical Subcommittee (TSC) was made aware of a Service Request (SR) alleging that a rear shock adjuster on a Softail motorcycle made contact with the rear tire and eventually resulted in a loss of air pressure in the tire.
06/02/23 through 7/24/23 – the TSC investigated this matter.
07/25/23 – The TSC escalated the matter to H-D’s Field Action Committee (FAC).
08/04/23 and 08/09/23 – The TSC was informed that additional test information was available and met with members from H-D Engineering. The TSC determined that the matter still merited escalation to the FAC.
08/11/23 – The FAC escalated to H-D’s Executive Decision Authority (EDA).
08/15/23 – Based upon the information developed during the investigation, the EDA authorized a voluntary recall to address this condition due to the risk of a crash if contact between the rear shock adjuster and tire remains undetected, resulting in a loss of pressure.
8/22/23 – H-D filed a Part 573 vehicle report that addressed the vehicle (original equipment) population potentially affected by this condition. See NHTSA Recall No. 23V591.
8/24/23 – H-D is filing this equipment recall after determining that subject shock absorbers sold as H-D Parts & Accessories could potentially be installed on models not covered by Recall 23V591.
H-D has received zero warranty claims, field reports, or service reports in which contact between the P&A Shock Absorber Adjuster and rear tire was alleged. In addition, there have been no allegations of injury related to a mounting fastener fracture of the affected P&A Softail Shock Absorber Adjuster.

has learned that the fastener (P/N 942 or 10200673) on certain Model Year 2018 – 2023 Softail motorcycles (see chart below) may fracture, potentially allowing the rear shock absorber adjuster to contact the rear tire. In addition, certain Softail motorcycles on which P&A Profile Low Rear Suspension (P/N 54000134) or P&A Tall Rear Shock (P/N 54000294) have been installed are affected. A risk of a crash exists if contact between the rear shock adjuster and tire remains undetected, resulting in a loss of pressure. We have voluntarily declared that this condition constitutes a safety defect to allow us to formally recall all affected motorcycles and P&A parts. The remedy is to first confirm that the motorcycles or parts are covered by this recall. If covered, perform the recommended recall update per Service Bulletin M1603 (the “Vehicle Bulletin”) or Service Bulletin M1604 (the “P&A Bulletin”) to update the shock adjuster mounting hardware. Any affected rear shock assemblies (P/N 54000138, P/N 54000134 (P&A) or 54000294 (P&A) in your service parts inventory must also be inspected. The bulletins outline the repair and credit procedures for the recall update, and additional relevant information. The recall kit (P/N 91500114) will be used for both Recall 0181 and 0182. Recall kits will begin shipping on or about 9/1/2023. Kits will not be available for dealer order at the time of launch and will be sent in wave shipments due to part availability. ’s (H-D’s) Technical Subcommittee (TSC) was made aware of a Service Request (SR) alleging that a rear shock adjuster on a Softail motorcycle made contact with the rear tire and eventually resulted in a loss of air pressure in the tire. 06/02/23 through 7/24/23 – the TSC investigated this matter. 07/25/23 – The TSC escalated the matter to H-D’s Field Action Committee (FAC). 08/04/23 and 08/09/23 – The TSC was informed that additional test information was available and met with members from H-D Engineering. The TSC determined that the matter still merited escalation to the FAC. 08/11/23 – The FAC escalated to H-D’s Executive Decision Authority (EDA). 08/15/23 – Based upon the information developed during the investigation, the EDA authorized a voluntary recall to address this condition due to the risk of a crash if contact between the rear shock adjuster and tire remains undetected, resulting in a loss of pressure. 8/22/23 – H-D filed a Part 573 vehicle report that addressed the vehicle (original equipment) population potentially affected by this condition. See NHTSA Recall No. 23V591. 8/24/23 – H-D is filing this equipment recall after determining that subject shock absorbers sold as H-D Parts & Accessories could potentially be installed on models not covered by Recall 23V591. H-D has received zero warranty claims, field reports, or service reports in which contact between the P&A Shock Absorber Adjuster and rear tire was alleged. In addition, there have been no allegations of injury related to a mounting fastener fracture of the affected P&A Softail Shock Absorber Adjuster. Description of Remedy : Description of Remedy Program : Registered owners of affected P&A accessory parts will be notified of this recall and advised to schedule an appointment at a Harley-Davidson
dealer to have the recall work performed. In addition, all Harley-Davidson
dealers will be requested to post a recall notice in a conspicuous location at their dealership in an effort to reach non-registered customers (i.e., those who may have purchased an affected part and installed it onto one of the subject motorcycles as a post-sale accessory). ’s (H-D’s) Technical Subcommittee (TSC) was made aware of a Service Request (SR) alleging that a rear shock adjuster on a Softail motorcycle made contact with the rear tire and eventually resulted in a loss of air pressure in the tire. 06/02/23 through 7/24/23 – the TSC investigated this matter. 07/25/23 – The TSC escalated the matter to H-D’s Field Action Committee (FAC). 08/04/23 and 08/09/23 – The TSC was informed that additional test information was available and met with members from H-D Engineering. The TSC determined that the matter still merited escalation to the FAC. 08/11/23 – The FAC escalated to H-D’s Executive Decision Authority (EDA). 08/15/23 – Based upon the information developed during the investigation, the EDA authorized a voluntary recall to address this condition due to the risk of a crash if contact between the rear shock adjuster and tire remains undetected, resulting in a loss of pressure. 8/22/23 – H-D filed a Part 573 vehicle report that addressed the vehicle (original equipment) population potentially affected by this condition. See NHTSA Recall No. 23V591. 8/24/23 – H-D is filing this equipment recall after determining that subject shock absorbers sold as H-D Parts & Accessories could potentially be installed on models not covered by Recall 23V591. H-D has received zero warranty claims, field reports, or service reports in which contact between the P&A Shock Absorber Adjuster and rear tire was alleged. In addition, there have been no allegations of injury related to a mounting fastener fracture of the affected P&A Softail Shock Absorber Adjuster. Description of Remedy : Description of Remedy Program : Registered owners of affected P&A accessory parts will be notified of this recall and advised to schedule an appointment at a Harley-Davidson dealer to have the recall work performed. In addition, all Harley-Davidson dealers will be requested to post a recall notice in a conspicuous location at their dealership in an effort to reach non-registered customers (i.e., those who may have purchased an affected part and installed it onto one of the subject motorcycles as a post-sale accessory). Dealers will perform the remedy, to install new hardware provided in the recall kit, at no charge to the customer. The “Harley-Davidson Motor Company General Reimbursement Program for Pre-Notification Remedies” dated January 2023 will apply to this recall. How Remedy Component Differs from Recalled Component : The remedy hardware in the recall kit increases the diameter of the fastener to 5/16″. Identify How/When Recall Condition was Corrected in Production : Parts produced and/or shipped after 08/23/23 will contain revised hardware for securing the rear shock adjuster.
