Summary
Eldorado National-California, Inc. (ENC) is recalling certain 2012-2023 XHF and Arrivo vehicles equipped with a Ricon wheelchair lift. The red beacon lighting on the threshold warning system (TWS) may not be bright enough. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 403, “Platform Lift Systems.”
Remedy
ENC will work with Ricon to replace the TWS kits, free of charge. Owner notification letters are expected to be mailed March 8, 2024. Owners may contact ENC customer service at 1-951-684-6868.

Chronology :
Ricon reached out to ENC with a notification letter dated January 8th stating the defect with an attached list of serial numbers of the Ricon Baylifts and Mirage wheelchair lifts that were shipped to ENC. After reviewing a sample population of the serial numbers to confirm the accuracy of the list, it was found to be accurate.
ENC escalated a DIR to REVGROUP CORPORATE on 2/1/24. The DIR was approved on on 2/5/24.

Description of the Noncompliance :
The Ricon wheelchair lift TWS visual warning flashing beacon does not meet the minimum light intensity requirements as stated in FMVSS 403. FMVSS 1 : 403 – Platform lift systems FMVSS 2 : NR
Description of the Safety Risk : If the beacon does not display the minimum required light intensity, it could be less visible to users located near an out of position platform lift and may increase the risk of injury.
Description of the Cause : The Ricon Threshold Warning System (TWS) kit sensory assembly incorporates a red beacon that is configured with two incandescent bulbs. Ricon has determined that the wattage rating of the bulbs is not sufficient to produce the minimum light intensity of 20 candela specified in FMVSS 403. Identification of Any Warning NA

Description of Remedy Program : Ricon will take on the burden of notifying customers and repairing the
defect along with any reimbursement. ENC will work alongside Ricon to provide customer information, affected vehicle VIN number and wheelchair lift serial numbers to facilitate their campaign. How Remedy Component Differs from Recalled Component : Identify How/When Recall Condition was Corrected in Production : The sensor assembly in the current TWS kit will be replaced by a new sensor assembly with incandescent bulbs that meet the required minimum light intensity of FMVSS 403
After reviewing the affected units list, no vehicles in the ENC facility were found to contain the noncompliant wheelchair ramp assembly. All vehicles subsequently built after the above end date have been shipped with the new compliant assembly. Dear Dealer,
This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act.
ElDorado National California, Inc. (“ElDorado”) has decided that a defect which relates to motor vehicle safety exists in certain ElDorado Arrivo and XHF manufactured from May 7th, 2012, to November 15th, 2023, and equipped with the Ricon Threshold Warning System (TWS) kit sensory assembly used with Ricon Baylifts and Mirage wheelchair lifts.
Why is a recall being conducted?
The Ricon wheelchair lift TWS visual warning flashing beacon does not meet the minimum light intensity requirements as stated in FMVSS 403. If the beacon does not display the minimum required light intensity, it could be less visible to users located near an out of position platform lift and may increase the risk of injury.
What are we doing about the problem?
Ricon has notified ElDorado that they will conduct the repair to correct this condition. These repairs will be offered to you free of charge. Ricon is conducting this recall under 23E-091.
