Summary

Harley-Davidson Motor Company (Harley-Davidson) is recalling certain Touring and CVO Touring motorcycles, including 2017-2019 FLHTCU, FLHTCUL, FLHTK ANV, FLHTKL, FLTRU, FLHTK, and 2016-2019 FLHTKSE, FLHTKSE ANV, and FLTRUSE models equipped with a Harley-Davidson Detachable Tour-Pak Luggage Conversion Kit (Part numbers 53000291, 53000291A, and 53000567). The kit did not include replacement rear red reflectors for the ones that are eliminated by installing this kit. As such, these motorcycles fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 108, “Lamps, Reflective Devices, and Associated Equipment.”

 

Remedy

Harley-Davidson has notified owners, and dealers will install the replacement reflectors, free of charge. The recall began August 19, 2019. Owners may contact Harley-Davidson customer service at 1-800-258-2464. Harley-Davidson’s number for this recall is 0629.

Purpose for Service Bulletin

This bulletin informs dealers that the P&A Harley-Davidson Detachables Tour-Pak Luggage Conversion Kits (Part No. 53000291, 53000291A and 53000567) were not equipped with reflectors to replace the factory-installed rear reflector, which may have been removed when installing this kit. Installation of these kits may cause the vehicle to fail to meet federal regulations that require motorcycles to be equipped with a red reflex reflector on the rear of the motorcycle. The absence of these reflectors could reduce the rear conspicuity of the vehicle, possibly increasing the risk of a crash.

Part No. of the conversion kits have been changed to reflect the addition of the reflectors to the kits. Refer to Detachables Tour-Pak Luggage Conversion Kits.

Dealer Inventory Instruction

1. Locate all early Detachables Tour-Pak Luggage Conversion Kits. Refer to Detachables Tour-Pak Luggage Conversion

Kits.

2. Remove kits from inventory.
3. Order a reflector kit (Part No. 91500105) for each conversion kit.

4. Remove early I-Sheet (J05807) from conversion kit and discard.
5. Print and install updated I-Sheet into conversion kit. Refer to:

6. Insert reflector kit into each conversion kit.
7. Change early part no. to current part no. Refer to Detachables Tour-Pak Luggage Conversion Kits.
8. Add back into inventory using current part no.

2. Verify that all early conversion kits have been addressed as per this service bulletin. Refer to Dealer Inventory Instruction.

NOTE

• Apply reflectors in ambient temperatures between 21–38 °C (70–100 °F).
• Reflectors cannot be repositioned after initial installation. Do not remove protective film from adhesive until ready to apply.
• Allow at least 24 h after application before exposing the area to vigorous washing, strong water spray or extreme weather.
• The adhesive bond will increase to maximum strength after about 72 h at normal room temperature.

3. See Figure 2. Mark reflector location.
4. Clean the reflector mounting surface with a 50:50 mixture of isopropyl alcohol and water. Allow to dry completely.
5. See Figure 2. Place reflector (2) on rear of saddlebag centered and Distance: 13 mm (0.5 in) below auxiliary tail lamp (1).
6. Mark location with a grease pencil.

NOTE

Once applied, do not shift reflectors.

   2. Place reflector in marked location.
   3. After placing reflector, apply even pressure across entire surface for 15 s.
   4. Wait 20 min before touching reflectors.

Dear Harley-Davidson Motorcycle Owner:

This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act.

Harley-Davidson Motor Company, Inc. has decided that certain MY16 and later Touring and CVO Touring motorcycles fail to conform to Federal Motor Vehicle Safety Standard No. 108, “Lamps, reflective devices, and associated equipment,” when equipped with H-D Detachables Tour-Pak Luggage Conversion Kits (part numbers 53000291, 53000291A and 53000567). Our records indicate that you have purchased one of these accessory kits. If you own one of these kits AND if your kit is installed on one of the motorcycles listed at the end of this letter, your vehicle may be subject to recall. Please review this letter for important information.

 

What is the Issue?

The P&A H-D Detachables Tour-Pak Luggage Conversion Kits (part numbers 53000291, 53000291A and 53000567) were not equipped with reflectors to replace the factory-installed rear reflector, which is removed when installing this kit. Installation of these kits on the vehicle models listed below may cause the vehicle to fail to meet federal regulations that require motorcycles to be equipped with a red reflex reflector on the rear of the motorcycle. Missing reflectors could reduce the rear visibility of the motorcycle to drivers, increasing the risk of a crash.

 

What Should You Do?

Please contact your authorized Harley-Davidson motorcycle dealer and arrange an appointment to have reflectors installed. Your dealer will confirm that your motorcycle is covered by this recall. If covered, the dealer will perform the recall work at no cost to you. The installation of the reflectors will take less than a half hour to perform. However, due to scheduling, the dealer may require your motorcycle for a longer period of time.

If you have sold your motorcycle and have an address for the current owner, it is important that you forward this notice to the new owner. Alternatively, you may contact us at the Harley-Davidson phone number listed below and provide us with the new contact information so that we may notify the new owner of this recall.

Dear Dealer:

Harley-Davidson® has learned that certain MY15 and later Touring and CVO Touring motorcycles may fail to conform to regulatory standards when equipped with H-D Detachables^TM Tour-Pak Luggage Conversion Kits (part numbers 53000291, 53000291A and 53000567). Installation of these kits on the vehicle models listed in Table 1 at the end of this notice may cause the vehicle to fail to meet regulations that require motorcycles to be equipped with a red reflex reflector on the rear of the motorcycle. The absence of these reflectors could reduce the rear conspicuity of the vehicle, possibly increasing the risk of a crash.

The remedy is to first confirm that the motorcycles are covered by this recall if the H-D Detachables^TM Tour-Pak Luggage Conversion Kit is installed. If covered, perform the recommended service per Service Bulletin M1497 using the recall kit (Part No. 91500105).

Recall kits may be ordered as needed by following the instructions in the Service Bulletin. Service Bulletin M1497 will be posted the week of August 12.

In the interest of the safety of our mutual customers and as required by federal law, you may sell but NOT DELIVER any motorcycles listed in Table 1 below equipped with the affected H-D Detachables^TM Tour-Pak Luggage Conversion Kits or deliver any over the counter H-D Detachables^TM Tour-Pak Luggage Conversion Kits until the remedy is completed per the service bulletin.

In accordance with federal regulations administered by NHTSA and other appropriate market specific government agencies, Harley-Davidson Motor Company, Inc. or authorized Harley-Davidson dealers will provide notice to all owners of record of affected products with direction to arrange for the recall service.
