Daimler Trucks
North America LLC (DTNA) is recalling certain 2019-2020 Thomas Built Minotour school buses. The school buses may be missing backup cameras. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 111, “Rearview Mirrors.”
Remedy
DTNA will notify owners, and dealers will add a backup camera system, free of charge. DTNA issued owners an interim notification date on October 11, 2019. The recall began December 23, 2019. Owners may contact DTNA customer service at 1-800-547-0712. DTNA’s number for this recall is FL-825.

General Information
Daimler Trucks
North America LLC (DTNA), on behalf of its wholly owned subsidiary, Thomas Built Buses (TBB), has decided that a defect that relates to motor vehicle safety exists on the vehicles mentioned above.
There are 11 vehicles involved in this campaign.
On certain buses, a backup camera should have been installed per FMVSS 111 – Rearview Mirrors. Lack of rear visibility can increase the risk of personal injury, particularly for vulnerable populations.
A backup camera system will be installed. Thomas will contact the dealers who will do the work directly.
Additional Repairs
Dealers must complete all outstanding Recall and Field Service campaigns prior to the sale or delivery of a vehicle. A Dealer will be liable for any progressive damage that results from its failure to complete campaigns before sale or delivery of a vehicle.
Owners may be liable for any progressive damage that results from failure to complete campaigns within a reasonable time after receiving notification.
Work Instructions
Work instructions will be provided in the installation kits.
Replacement Parts
Installation kits for backup camera systems have been sent directly to the specific dealers who will install them on the affected buses. If you have not been contacted by TBB, your location will not be performing this recall.

You will be reimbursed for your parts, labor, and handling by submitting your claim through the Warranty system within 30 days of completing this campaign. Please reference the following information in OWL:
- Claim Type is Recall Campaign.
- In the Campaign field, enter the campaign number (FL825-A )
- In the Primary Failed Part field, enter 25-FL825-000.
- Enter nothing in the Parts section.
- In the Labor section, enter the appropriate SRT from the Labor Allowance Table.
- The VMRS Component Code is F99-999-005 and the Cause Code is A1 – Campaign.
- U.S. and Canada – Reimbursement for Prior Repairs. When a customer asks about reimbursement, please do the following:
- Accept the documentation of the previous repair.
- Make a brief check of the customer’s paperwork to see if the repair may be eligible for reimbursement.
- Submit a Recall Pre-Approval request for a decision and authorized amount.
- Submit a “based on” claim for the approved pre-approval.
- Attach the documentation to the pre-approval request.
- When your claim is paid, reimburse the customer the appropriate amount.
IMPORTANT: OWL must be viewed prior to performing the recall to ensure the vehicle is involved and the campaign has not been previously completed.

Please note that the National Traffic and Motor Vehicle Safety Act, as amended (Title 49, United States Code, Chapter 301), requires the owner’s vehicle(s) be corrected within a reasonable time after parts are available to you. The Act states that failure to repair a vehicle within 60 days after tender for repair shall be prima facie evidence of an unreasonable time. However, circumstances of a particular situation may reduce the 60 day period. Failure to repair a vehicle within a reasonable time can result in either the obligation to (a) replace the vehicle with an identical or reasonably equivalent vehicle, without charge, or (b) refund the purchase price in full, less a reasonable allowance for depreciation. The Act further prohibits dealers from selling a vehicle unless all outstanding recalls are performed. Any lessor is required to send a copy of the recall notification to the lessee within 10 days. Any subsequent stage manufacturer is required to forward this notice to its distributors and retail outlets within five working days.

Work Instructions
Subject: TBB Minotour Backup Cameras
Models Affected: Specific Model Year 2019-2020 Thomas Built Buses Minotour SRW school buses manufactured August 17, 2018, through March 31, 2019.
Parts
Kit Contents:
The harness is supplied in three sections (see Figure 1):
- Monitor End – Marked A
- Extension – Marked B
- Camera End – Marked C
Mirror/Monitor Mounting
- Park the vehicle on a level surface, shut down the engine, and set the parking brake. Chock the tires
- Remove the rear view mirror from the front glass, leaving the mounting block on the glass.
- Attach the mirror mount to the back of the mirror/monitor. Ensure correct orientation.
- Install the mirror/monitor and mount on the windshield using the existing mounting block. Tighten with the Allen wrench. See Figure 2.
- Connect the orange-taped end of Section A of the harness to the pigtail from the mirror/monitor. See Figures 2 and 3.
When routing is complete, connect ground to rafter
Connect green and red wire, then tie to the red wire on the extension harness (B)
Connect this end to the mirror/monitor
Connect the harness extension (B) to this video plug
V1 IN – do not connect
- Install loom on this entire section.
- Feed this end through the bulkhead hole with all other switch harnesses.
- Pull the harness out near the windshield and over to the mirror/monitor so it feeds down in a straight line.
- Connect the pigtail and harness; tuck excess up into the bulkhead.
- Route harness Section A toward the main body harness. Use a method that supports the harness.
Camera Mounting
- Drill a 5/8-inch hole approximately 1 inch below the horizontal centerline, as shown in Figure 4.
- Remove the nut from the back of the camera and retain. Feed the wire from the back of the camera into the bulkhead.
- Attach the double-sided tape to the camera and then the camera to the rear cap, centered over the drilled hole. Ensure the camera faces down and is level horizontally.
- Feed the nut along the harness to the camera and tighten. Ensure the mounting of the camera does not move.
- Remove the harness covers above the windows on the driver’s side of the bus.
- Cover the camera harness with loom and route above the windows on the driver’s side of the bus. See Figure 5.
- Connect Section C of the harness as shown in Figure 6.
Connect to the plug from the camera
Connect to the extension harness (Section B)
Connect the red wire to the 12V wire on the reverse lights and to the red wire on the harness extension (Section B)
Connect the black wire to a solid ground or to a ground on the reverse lamp. The red wire from the extension harness (Section B) will install at the same location.
Use LW13 OR LW14 for reverse connection to the main harness.
- Connect the harness extension (Section B) yellow video plug with the red wire to the video plug on the main harness. It may be installed in either direction. Note: Do not use the AV1 section of the main harness.
- Tie up excess wiring evenly along the main harness.
- Check for proper operation of the backup camera.
- Install the harness cover and bulkhead cover removed earlier.

July 18, 2019 DTNA became aware that certain vehicles in the field may not have been equipped with a
backup camera. DTNA began an investigation to identify the root cause for this omission and to review
the FMVSS requirements. August 16, 2019, DTNA, with an abundance caution decided to conduct a
compliance recall.

reimbursement.
Vehicles will be repaired by adding a backup camera system. Repairs will be performed by Daimler Trucks![]()
