) is recalling certain remanufactured CM871 Engine Control Modules (ECMs), part number 3684275RX. these parts were sold exclusively for installation as replacement parts in Cummins
ISX engines (in truck and bus applications) and in remanufactured ISX engines. A component within the ECM may have cracked solder joints, possibly resulting in an engine stall.
Remedy
Cummins
will notify owners, and dealers will replace the ECMs, free of charge. The recall began December 18, 2019. Owners may contact Cummins
customer service at 1-800-286-6467.

DESCRIPTION:
This Safety Campaign is being issued to address a product issue where under certain conditions, an internal component within the re-manufactured ECM may have cracked solder joints that mount the component to the circuit board, which may result in an engine stall. An engine stall without warning and without the ability to restart may increase the risk of a crash. This Safety Campaign authorizes certified repair locations to replace the Engine Control Modules ( ECMs) for eligible engines and ECM serial numbers on ISX CM871.

has reported this issue to the U.S. National Highway Traffic Safety Administration (NHTSA), which has assigned it Recall Number 19E074.
NOTE: This field action provides retroactive coverage for repairs made in anticipation of and prior to the release of this publication.

ACTION:
In order to qualify for repair under this field action, an engine:
- will be covered Regardless of coverage status, and
- must show as OPEN on QuickServe® Online for this field action.

After verifying that the engine meets the above requirements, perform the following actions:
- 1. Replace the ECM according to the applicable procedure:
- A. For loose parts, regardless of location or source, please visit a Cummins
Certified Dealer or Distributor to get a replacement ECM and follow the Inventory Return Good Process.
- A1. Please refer to Attachment B for inspection instructions of ECM parts and Attachment C for a listing of affected part serial numbers beginning with an A or a B for W-bend units. Serial numbers beginning with a C for U-Bend units DO NOT need to be removed, returned, nor replaced.
- B. For ReCon engines not installed in chassis:
- B1. Please refer to Attachment B for inspection instructions of ECM parts and Attachment C for a listing of affected part serial numbers beginning with an A or a B for W-bend units. Serial numbers beginning with a C for U-Bend units DO NOT need to be removed, returned, nor replaced.
- B2. Remove and replace the ECM and re-calibrate. Please refer to the appropriate Service Manual for instructions.
- C. For Installed ECM in chassis, please follow the below repair instruction:
- C1. Please refer to Attachment B for inspection instructions of ECM parts and Attachment C for a listing of affected part serial numbers beginning with an A or a B for W-bend units. Serial numbers beginning with a C for U-Bend units DO NOT need to be removed, returned, nor replaced.

- 2. File one claim for all costs associated with this repair. Select the best claim filing Option outlined as follows:
- Option A. For loose parts, regardless of location or source, labor recovery is not reimbursable. Refer to the Inventory Return Good Process to secure a replacement part. In the absence of a Return Good Process, refer to Option C below.
- Option B. For ECMs installed on Recon Engines listed as OPEN on QuickServe® Online, follow normal claims processes and file a claim for all appropriate costs against the eligible ESN.
- Option C. For ECMs installed on non-listed engines, either ReCon or Production units, file a single claim for all appropriate costs against the ESN 10000000, Auth Code 2253, Acct Code 65.
NOTE: With the exception of Option A above (the return of loose parts), BOTH the Engine Serial Number (ESN) and the ECM Serial Number MUST be recorded in the claim narrative. Failure to provide both the ESN and the ECM SN will result in a denied claim.
NOTE: Serial numbers beginning with a C for U-Bend units DO NOT need to be removed, returned nor replaced.
- 3. Return the ECM per the Material Disposition Instructions below.

Check the serial number of any remanufactured ECMs Part Number 3684275RX in your inventory to identify any ECMs having a serial number with a prefix of A or B. See Figure 1 to locate the serial number. To assist you in identifying these ECMs, those having a serial number with a prefix of A or B have a “W-Bend”. ECMs having a serial number with a prefix of C (not included in the recall) have a “U-Bend”. See Figure 2 below to distinguish between the two.

If you find any ECMs having a serial number with a prefix of A or B, follow the Return Goods Process under CSCO-Alert-2019-0030.
Also check any of the remanufactured engines in your inventory having the part numbers identified above to identify if any of them contain any ECMs having a serial number with a prefix of A or B. See Figure 3 for the location of the ECM on the engine and Figure 4 for the location of the ECM serial number.

Check the serial number of any remanufactured ECMs Part Number 3684275RX in your inventory to identify any ECMs having a serial number with a prefix of A or B. Dear Cummins
Customer:
This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act. Cummins
Inc. has determined that a defect which relates to motor vehicle safety exists in certain remanufactured Electronic Control Modules (ECMs), part number 3684275RX, with serial
numbers having a prefix of A or B. These products are being recalled. This recall also affects remanufactured ISX engines having part numbers DR6437-RX, DR6439-RX, DR6932-RX, DR6980-RX and DR6986-RX that have these ECM’s installed. Our records indicate that you may have purchased one (or more) of the suspect ECMs and/or engines that were equipped with a suspect ECM.
If you have already had this campaign performed, no further action is required.
WHY IS A RECALL BEING CONDUCTED?
An internal component within the remanufactured ECM may have cracked solder joints that mount the component to the circuit board, which may result in an engine stall. An engine stall without warning and without the ability to restart may increase the risk of a crash.
WHAT ARE WE DOING ABOUT THE PROBLEM?
Cummins
has released field Safety Campaign #C2253 “ISX CM871 Engine Control Module Safety Campaign” to address this condition. Technicians will inspect the ECM to determine if it is one of the defective ECM’s (having a serial number with the prefix A or B) and, if so, will replace it with a non-defective ECM. The repair will be completed free of charge (parts and labor) and most applications will require approximately 2 hours to complete.

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act. Cummins
Inc. has determined that a defect which relates to motor vehicle safety exists in certain remanufactured Electronic Control Modules (ECMs), part number 3684275RX, with serial numbers having a prefix of A or B. Cummins
is recalling these products. This recall also affects remanufactured ISX engines having part numbers DR6437RX, DR6439-RX, DR6932-RX, DR6980-RX and DR6986-RX that have these ECMs installed. Our records indicate the some of the suspect ECMs and/or engines may have been shipped to you.
Because many of the subject ECMs have not yet been returned to Cummins
, we are sending this follow-up notice to urge you to (1) identify and return any ECMs that remain in your inventory and (2) notify customers to whom you have sold affected product. Instructions for these actions are below. If you would like our assistance to notify owners, please let us know.
WHY IS A RECALL BEING CONDUCTED?
An internal component within the remanufactured ECM may have cracked solder joints that mount the component to the circuit board, which may result in an engine stall. An engine stall without warning and without the ability to restart may increase the risk of a crash.
WHAT SHOULD YOU DO?
- Recalled Products in Inventory.
Check the serial number of any remanufactured ECMs Part Number 3684275RX in your inventory to identify any ECMs having a serial number with a prefix of A or B. See Figure 1 to locate the serial number. To assist you in identifying these ECM’s, those having a serial number with a prefix of A or B have a “W-Bend”. ECMs having a serial number with a prefix of C have a “U-Bend”. See Figure 2 below to distinguish between the two.

If you find any ECMs having a serial number with a prefix of A or B, follow the Return Goods Process under CSCO-Alert-2019-0030.
Also check any of the remanufactured engines in your inventory having the part numbers identified above to identify if any of them contain any ECMs having a serial number with a prefix of A or B. See Figure 3 for the location of the ECM on the engine and Figure 4 for the location of the ECM serial number.

If you find any ECMs having a serial number with a prefix of A or B on the Recon Engines, follow the instructions in Safety Campaign #C2253 “ISX CM871 Engine Control Module Safety Campaign”.
NOTE: It is a violation of United States Federal law to sell these recalled ECMs or engines equipped with these ECMs.
- Recalled product in the hands of your customers and owners. It is critical that downstream resellers and end users be advised of this recall. Accordingly, please take the following action:
Reselling Customers within the United States: You must forward copies of this letter within five (5) business days to any of your reselling customers who may have purchased the recalled products from you.
Reselling Customers outside the United States: You must forward copies of this letter to any of your reselling customers who may have purchased the recalled products from you.
End Users: Within five (5) business days, please check your records to identify any end-user purchasers of the recalled products and provide their contact information to Cummins

WHAT ARE WE DOING ABOUT THE PROBLEM?
Cummins
has released field Safety Campaign #C2253 “ISX CM871 Engine Control Module Safety Campaign” to address this condition. Technicians will inspect the ECM to determine if it is one of the defective ECM’s (having a serial number with the prefix A or B) and, if so, will replace it with a nondefective ECM. The repair will be completed free of charge (parts and labor) and most applications will require approximately 2 hours to complete.
