Propane Regulator May Fail and Cause Fire
Increased propane pressure can enlarge the flames in gas appliances, increasing the risk of a fire.

) is recalling certain 2021-2022 Starcraft
Autumn Ridge Outfitter, 2021 Super Lite, and Telluride recreational vehicles, equipped with Winntec model 6020 two-stage propane regulators. The regulator may fail, causing an increase in propane pressure.
Remedy
Dealers will replace the regulator and test the propane system for leaks, free of charge. Owner notification letters were November 1, 2021. Owners may contact Starcraft
customer service at 1-800-283-8267.

INSPECTION OF WINNTEC MODEL #6020 LP REGULATOR
1. Only the Winntec Model #6020 – Dual Stage Double Cylinder – Automatic Changeover Regulator with Pigtails is affected. Replace the regulator and pigtails if the manufacturing date code stamped into the regulator is 18 XX, 19 XX or 20 XX. Example shown below.
REPLACING THE WINNTEC MODEL #6020 LP REGULATOR
1. Close the LP bottles and unscrew the pigtails from the LP bottles.
2. Remove the regulator from the unit.
3. Attach the new regulator to the unit.
4. Connect pigtails to LP bottles.
5. Check fittings, regulator, and connections using approved LP leak detection methods.
6. Proceed with a Drop Pressure Test:
a. Insert manometer into LP system.
b. Turn on both LP tanks.
c. Turn off both LP tanks.
d. Bleed system down to 8” water column.
e. System must hold 8” water column for a minimum of 3 minutes.
7. Ensure system operating pressure is at 11” (+-0.5) water column with 50% load and lockout pressure does not exceed 14” water column.
11/4/20–Grand Design RV
informs THOR Ind. of three incidents involving Winntec Model 6020 regulators, where the regulators were suspected as the cause of fires. The Thor companies reviewed the issue internally and found no issues with these regulators at that time.
12/4/20–KZ RV informs THOR Ind. of two issues under investigation with the same suspect regulators.
12/22/20–Grand Design performs lab analysis on two failed regulators and finds they contain an oily substance inside. There is a belief that the oily substance is machining oil from a manufacturing process.
2/24/21–Grand Design informs THOR Ind. they are investigating several more fires, and will be sending regulators from those incidents for lab inspection.
3/16/21–Lab analysis performed on six regulators from Grand Design, including one exemplar and one from KZ RV. In the lab setting, the KZ RV regulator operated within allowable parameters, although it contained the same oily residue seen on the field samples.
4/19/21–THOR Ind. engages Exponent Engineering to conduct analysis of regulators to determine source of oily substance.
5/10/21–Safety Committee Meetings conducted at KZ RV, Keystone
RV and Jayco
RV, to update them on regulator investigation. All committees request further investigation of specific claims and confirmation of Exponent findings.
5/12/21–Exponent provides final written report/presentation on regulator analysis.
5/14/21–Meeting held with Grand Design, Dehco, Winnspec International
, and Chen Fong to discuss regulator issue. Winnspec given until May 18, to return information regarding issues with their regulators.
5/19/21–Safety Committee Meetings conducted at KZ RV, Keystone
RV and Jayco
RV to update them on the regulator investigation.
5/21/21–THOR Ind. Discussed regulators issues with the Medium Heavy Duty ODI office.
5/24/21 & 5/25/21 – Meeting with Grand Design, Dehco, Winnspec International
, and Chen Fong at Livonia, MI testing facility, to discuss regulator investigation. Chen Fong agrees the regulator is allowing higher pressure than expected with a compromised second stage seal.
5/27/21–Safety Committee Meetings conducted at KZ RV, Keystone
RV and Jayco
RV. All safety committees decide to move forward with a recall for safety for units built with a defective Winntec Model 6020 regulator.
6/16/21 – Video Meeting was held with Thor Industries and NHTSA ODI and Recalls Management Divisions to update them on the progress of gathering the required populations of all regulator recalls submitted by the Thor Companies. NHTSA was informed that more confirmation testing was required to definitively establish a population.
7/7/21 – Exponent provided Thor Industries draft testing results of the interaction of the second stage seal with various plasticizers found in hoses used on the regulators from the last five years of manufacturing. Only one sample per year was available to test. This testing confirmed similarities in several years.
7/8/21 – Exponent’s draft testing results reviewed with Thor Industries companies. Due to small sample size, it was requested to see if more samples could be secured for confirmation testing.
7/16/21 – Thor Industries conducts meeting with Dehco, UFP and Winnspec to discuss the regulator recalls. Winnspec agrees to provide further second stage seal discs to confirm earlier testing.
8/2/21 – Testing samples from Winnspec received from China at Exponent.
8/18/21 – Exponent provides draft testing results to Thor Industries on confirmation Samples.
8/20/21 – Thor Industries conducts meeting with affected companies to discuss testing results. Companies are instructed to review the results with their Safety Committees and adjust recall populations accordingly.

Inc. has decided that a defect, which relates to motor vehicle safety, exists in certain model year 2017 to 2022 travel trailers and fifth wheels. Jayco
: Eagle, Jay Feather, Jay Flight, North Point, Octane, Pinnacle, Seismic, Talon, Whitehawk; Starcraft
: Autumn Ridge, Super Lite, Telluride; Highland Ridge: Mesa Ridge, Olympia, Open Range, Silverstar.
Certain Winntec model 6020 two-stage propane regulators installed on these recreational vehicles may supply elevated, intermittent or low propane pressure to the appliances due to a second stage valve seat that can fail to regulate propane flow and pressure. An increase in propane pressure could cause the flame of the appliance to become larger and, under certain rare circumstances, may ignite adjacent materials resulting in a fire. Appliances that could be affected by an excessive flame are the stovetop, oven, hot water heater, furnace and refrigerator. An increase in propane pressure would also cause the regulator to vent propane continuously through the pressure relief valve. In an enclosed area or under certain conditions, the vented propane could accumulate at the front of the recreational vehicle and if ignited could result in a fire or explosion.
The remedy consists of removing and replacing the propane regulator with a different brand and performing standardized LP System Checks. The repair should take less than an hour to perform and will be done at no cost to you.
In November 2021, we notified you of the recall and said parts were not available to repair your vehicle. We are pleased to say that parts are now available to complete the remedy on your vehicle. You should contact your local dealership with a picture of the regulator body showing the date code stamped on the regulator. The recall is specific to regulators manufactured between 2017 and 2020. The dealer will validate if the regulator on your vehicle is part of the recall or not. If the regulator is not part of the recall, they will communicate the results and the recall on your unit will be considered complete. If the regulator requires replacement, the dealership will place an order for your VIN with Jayco
. When the dealership receives the parts from Jayco
to complete your recall remedy they will contact you to schedule an appointment to perform the recall.
You can eliminate any potential risk to safety by turning off the propane bottles until the remedy is completed. If you notice your stove, oven, hot water heater, furnace or refrigerator flame height is unusually large or small, or if you hear or smell LP gas at the front of the vehicle from the regulator you should turn off the propane bottles until the remedy is completed.
If you had this repair completed prior to receipt of this recall notice, you may be eligible to receive reimbursement for the cost of obtaining a pre-notification remedy of the problem associated with this recall.

We apologize for any inconvenience, but parts to repair your vehicle are not currently available. We are working hard to overcome the regulator supply challenges accompanying this recall. Four different regulator manufacturers received significant orders to support the recall. Despite our efforts, the regulator supply constraints will delay the repair of your vehicle. When parts become available, we will send you another letter asking you to contact your dealer to arrange a service appointment to remedy the recall.
Once parts become available, the remedy consists of removing and replacing the propane regulator with a different brand and performing standardized LP System Checks. The repair should take less than an hour to perform and will be done at no cost to you.
Please do not take your vehicle to the dealership at this time as they do not have parts to fulfill the repair requirements. Jayco
Inc. has decided that a defect, which relates to motor vehicle safety, exists in certain model year 2017 to 2022 travel trailers and fifth wheels. Jayco
: Eagle, Jay Feather, Jay Flight, North Point, Octane, Pinnacle, Seismic, Talon, Whitehawk; Starcraft
: Autumn Ridge, Super Lite, Telluride; Highland Ridge: Mesa Ridge, Olympia, Open Range, Silverstar.
Certain Winntec model 6020 two-stage propane regulators installed on these recreational vehicles may supply elevated, intermittent or low propane pressure to the appliances due to a second stage valve seat that can fail to regulate propane flow and pressure. An increase in propane pressure could cause the flame of the appliance to become larger and, under certain rare circumstances, may ignite adjacent materials resulting in a fire. Appliances that could be affected by an excessive flame are the stovetop, oven, hot water heater, furnace and refrigerator. An increase in propane pressure would also cause the regulator to vent propane continuously through the pressure relief valve. In an enclosed area or under certain conditions, the vented propane could accumulate at the front of the recreational vehicle and if ignited could result in a fire or explosion.
We apologize for any inconvenience, but parts to complete the repair are not currently available. We are working hard to overcome the regulator supply challenges accompanying this recall. Four different regulator manufacturers received significant orders to support the recall. We are flying in orders to get them in our hands as quickly as possible. Despite our efforts, the regulator supply constraints will delay repairs. When parts become available, we will send another letter to retail owners asking them to contact their dealer to arrange a service appointment to remedy the recall.
Once parts become available, the remedy consists of removing and replacing the propane regulator with a different brand and performing standardized LP System Checks. The repair should take less than an hour to perform and must be done at no cost to the retail owner.
We told retail owners to contact their local dealership with a picture of the regulator body showing the date code stamped on the regulator. The recall is specific to regulators manufactured between 2017 and 2020. The dealer will validate if the regulator on the vehicle is part of the recall or not. If the regulator is not part of the recall, file a claim for inspection only. The recall on the unit will be considered complete once we pay your claim for the inspection. If the regulator requires replacement, the dealership will place an order for that VIN with Jayco
. We are not accepting bulk orders for regulators due to the current supply limitations. We have made an exception and will allow dealers to use the “Parts-Off-The-Shelf” program. The locally purchased part cannot be a Winntec, Winnspec, Enerco or Mr. Heater product. Fairview, YSN, Marshall or Cavagna regulators should be used. You must submit a receipt which shows the brand of the replacement regulator.
Once you receive the parts from Jayco
to complete the recall remedy, you will contact the retail owner to schedule an appointment to perform the recall.
Retail owners can eliminate any potential risk to safety by turning off the propane bottles until the remedy is completed. If they notice their stove, oven, hot water heater, furnace or refrigerator flame height is unusually large or small, or if you hear or smell LP gas at the front of the vehicle from the regulator they should turn off the propane bottles until the remedy is completed.
Federal law requires the recall remedy to be completed on this unit prior to customer delivery. If you sold this unit recently, please contact the owner immediately to inform them of this recall. In addition, please register this unit by submitting the Warranty Registration information. Federal regulations require that any vehicle lessor receiving this recall notice must forward a copy of this notice to the lessee within ten days.
