Summary
Weldon Division of Akron Brass (Weldon) is recalling certain Weldon Rear Combination Lamps, model 40958, and part numbers 4095877C92 and 5878C92. The LED backup lights are the incorrect color white. As such, these lights fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 108, “Lamps, Reflective Devices, and Associated Equipment.”
Remedy
Weldon will replace the lights to affected vehicle manufacturers, free of charge. Vehicle manufacturer was notified February 15, 2022. Owners may contact Navistar
customer service at 1-800-448-7825. Weldon’s number for this recall is 22-04.

This notice is sent in accordance with the National
Traffic and Motor Vehicle Safety Act. Weldon, a division of Akron Brass has determined that rear combination lamps that were manufactured between June 6 – 25, 2018 and shipped to Navistar
do not meet the requirements of
FMVSS 108 because the lamps do not fall within the color boundaries for white light. Vehicle lighting that does not meet the required color boundaries may increase the risk of a crash.
Weldon will provide you with replacement rear combination lamps that meet the FMVSS color requirements free of charge. In carrying out your inspections of lamps installed on vehicles, please refer to the table to determine if the lamp was manufactured on one of the dates shown. This can be found by reading the label on the back of each RCL lamp. Only lamps manufactured within this date range are affected.
If you believe there is a failure to remedy this defect without charge to the end user/owner of the vehicle and within a reasonable period of time, you may submit a written complaint to the Administrator, NHTSA, 1200 New Jersey Ave, SE, Washington, DC 20590, or call the Vehicle Safety Hotline 1‐888‐327‐4336 (TTY: 1‐800‐424‐9153) or go to https://www.safercar.gov.

Chronology :
In late September 2018, one of Weldon’s customers requested that Weldon test the color of two lighting samples. Weldon made arrangements to have samples of the product evaluated by a third-party facility. From late September to October 2018, Weldon received test results from a third party lab which indicated the tested samples, which came from a particular batch of lamps, fell outside the color boundaries for white light. Weldon began to examine and consider those results and Weldon submitted a noncompliance report on November 7, 2018, and submitted a petition for inconsequential noncompliance on November 30, 2018, on the basis that the slight color deviation did not create an enhanced risk to motor vehicle safety. In February 2022, NHTSA advised Weldon that it had denied the petition for inconsequential non-compliance. Weldon initiated this noncompliance recall as a result of NHTSA’s determination.

noncompliance report, and submitted a petition for inconsequential noncompliance. In February 2021 NHTSA
denied the petition for inconsequential non-compliance, so recall process was initiated.

identified complianace issue with compliant lamp and reimburse for labor
to change the lamp.

In late September 2018, one of Weldon’s customers requested that Weldon test the color of two lighting
samples. Weldon made arrangements to have samples of the product evaluated by a third-party facility. From
late September to October 2018, Weldon received test results from a third party lab which indicated the tested
samples, which came from a particular batch of lamps, fell outside the color boundaries for white light. Weldon
began to examine and consider those results and Weldon submitted a noncompliance report on November 7,
2018, and submitted a petition for inconsequential noncompliance on November 30, 2018, on the basis that the
slight color deviation did not create an enhanced risk to motor vehicle safety. In February 2022, NHTSA
advised Weldon that it had denied the petition for inconsequential non-compliance. Weldon initiated this
noncompliance recall as a result of NHTSA’s determination.
Description of Remedy :
Description of Remedy Program : Weldon will provide replacement lamps for affected vehicles to the OEM
vehicle manufacturer free of charge. The OEM manufacturer will conduct
the recall remedy campaign and all quarterly reporting for vehicles
addressed in the field.
How Remedy Component Differs
from Recalled Component :
The date of manufacture on the back of the lamp is readily identifiable and
only those lamps that fall within the date range of the affected production
batch are subject to this recall. Specific manufature lot dates subject to
recall are uploaded as a misc document with the date and part number
noted.

Production prior to 06/06/2018 and after 06/25/2018 used the correct
LED.
