This is a potential non-compliance with section 9.3.6 of FMVSS No. 108. FMVSS 1 : 108 – Lamps, reflective devices, and assoc. Equipment FMVSS 2 : NR Description of the Safety Risk : There is a risk of crash in the absence of the required indication. Without indication of a malfunction of the rear turn lamp, a driver may not take action to repair / replace the lamp or to adjust their driving behavior to compensate for the absence of a rear turn signal. Without such actions, other road users do not receive adequate warning of an impending turn or lane change and may not have enough time to take actions to prevent collision. Description of the Cause : The body control module (BCM), which acts as the turn signal flasher, does not detect the short circuit condition as a failure of the rear turn signal lamp. Identification of Any Warning that can Occur : There are no anticipated warnings or indications of an impending rear turn lamp short circuit malfunction. However, vehicle owners are advised to check for the proper functioning of all turn signal lamps per the ElectraMeccanica SOLO Owner’s Manual Pre-Drive Inspections. Involved Components : Component Name 1 : BODY CONTROL MODULE (BCM) Component Description : BODY CONTROL MODULE (BCM) Component Part Number : 1301-1000940 Supplier Identification : Component Manufacturer Name : Zhengzhou yuebo Auto Electric Co., Ltd Address : Dongshilipu, Zhongyue district Dengfeng City Foreign States 452470 Country : China Chronology : Verification testing for simulated open and short circuit conditions for the front and rear turn signals was accomplished on 25 April 2022 as part of the validation of a planned software update. During testing, the flash frequency for the corresponding turn signal dash display indicator was confirmed to change with a simulated open circuit for front and rear turn lamps and with a simulated short circuit for front lamps but did not change with a simulated short circuit for the rear turn lamp. Subsequent to testing, review of the requirements and cause of the failure to indicate was investigated by ElectraMeccanica in collaboration with the BCM vendor to confirm whether this condition was representative of production software already installed. On April 28, 2022, a Risk Assessment Report was executed, and a recommendation to escalate the issue occurred. Based on this information, and despite the absence of any reported instances of lamp failures from in-service vehicles, EMV convened its Quality & Safety Control Steering Committee on May 2, 2022, and decided to conduct a recall for non-compliance in the U.S. market to address the condition in all affected vehicles. The software update will be provided for all SOLO MY21 in the identified vehicle population with no cost to vehicle owners. All vehicles currently in ElectraMeccanica control will have the software update incorporated prior to sale. Note: there are no independent dealers of new SOLO vehicles. How Remedy Component Differs from Recalled Component : The remedy BCM software will be updated to enable detection of rear turn lamp short circuits. Identify How/When Recall Condition was Corrected in Production : When the BCM software update is completed, all in-production and future production vehicles will be updated or built, as applicable, with the new software.
