Summary
JD E-Commerce America Limited (JD E-Commerce) is recalling certain Marainbow Portable Infant Safe Seat child seats
. The installation labels display incorrect instructions. The child seat
’s design also prohibits it from being installed properly. As such, these child seats
fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 213, “Child Restraint Systems.”
Remedy
No remedy has been established at this time. The manufacturer has not yet provided a schedule for recall notification. Owners may contact JD E-Commerce customer service at 1-302-426-4543. This recall is replaced by recall 22C-008.

You are required to submit a draft owner notification letter to this office no less than five days prior to mailing it to the customers. Also, copies of all notices, bulletins, dealer notifications, and other communications that relate to this recall, including a copy of the final owner notification letter and any subsequent owner follow-up notification letter(s), are required to be submitted to this office no later than 5 days after they are originally sent (if they are sent to more than one manufacturer, distributor, dealer, or purchaser/owner).
Under 49 U.S.C. § 30112(a), it is illegal for anyone, including a manufacturer, distributor, dealer, or retailer to sell an item of equipment or vehicle that fails to comply with all applicable Federal motor vehicle safety standards.
As stated in Part 573.7, submission of the first of eight consecutive quarterly status reports is required within one month after the close of the calendar quarter in which notification to purchasers occurs. Therefore, the first quarterly report will be due on, or before, 30 days after the close of the calendar quarter.

According to a letter dated December 1, 2020, NHTSA determined that the Marainbow Portable Infant Safe Seat child restraint system contains deficiencies [] which constitute possible noncompliance with FMVSS No. 213: S5.3.1(a), S5.3.2, S5.5. S5.6. S5.8, S5.9, and failure to file in accordance with 49
C.F.R. Part 566 and 49 C.F.R. Part 551.” FMVSS 1 : 213 – Child restraint systems FMVSS 2 : NR
Description of the Safety Risk : The noted noncompliance does not affect the dynamic performance of the
child restraint but the products may not have the required labeling as specified in S5.5, printed instructions as required by S5.6 or the product registration card as required by S5.8. The failure to provide the required information could result in caregivers using the CRS inappropriately and the
failure to provide a mechanism for customers to register the CRS with a Part 573 Safety Recall Report 22C-007 Page 2 manufacturer increases the difficulty of locating customers in the event of a recall. Further, these child restraint systems were designed to be attached to the back and/or cushion which fails the requirements listed in S5.3.1(a). The CRS also lacks the ability to be installed using the methods required by S5.3.2 & S5.9 for a CRS of this type. Failure to comply with these safety standards may result in improper installation and increase the risk of injury.
