) is recalling one 2023 H3-45 vehicle. The emergency exit window may require excessive force to open. As such, this vehicle fails to comply with the requirements of Federal Motor Vehicle Safety Standard number 217, “Bus Emergency Exits and Window Retention and Release.”
Remedy
Prevost
will inspect and adjust the emergency exit window, if necessary, free of charge. The owner notification letter was mailed April 14, 2023. Owners may contact Prevost
customer service at 1-866-870-2046. Prevost

Emergency Exits – Release Mechanism Tension
DESCRIPTION
On the vehicles affected by this recall, the emergency window exits were incorrectly adjusted and the force required to unlatch the emergency window exits could exceed the legally required 90 N (20 lb).
Therefore, all affected vehicles must have the tension required to open their emergency exits verified and adjusted as necessary following the procedure below .
Chronology :
2023-02-16 Issue identified in production during an internal Prevost
audit.
2023-02-16 Internal Prevost
investigation was opened to identify the root cause and to determine if the issue is safety related.
2023-02-20 Delivery Stop was issued to stop the delivery of new vehicles until the investigation is completed and corrective actions are implemented.
2023-03-06 Internal campaign (retrofit) was launched to solve the issue on all vehicles in production before being delivered.
2023-03-07 Case was presented on Volvo
Product Safety Working Group (PSWG) to evaluate if there is a potential safety related issue. Decision made to raise the potential issue to the Product Safety Committee (PSC) for review and determination.
2023-03-16 Case was presented to Volvo
Product Safety Committee (PSC). It was concluded that there was a safety related non-compliance and that a recall is needed.
2023-03-20 Non-Compliance report submitted to authorities.
No warranty claims related to this issue. No other field reports, incidents, accidents, injury, or fatality were reported.

This Safety Recall does not necessarily apply to all the above-mentioned vehicles. Some vehicles may also have been modified before delivery. The owners of the vehicles affected by this recall will be advised by a letter indicating the Vehicle Identification Number (VIN) of each vehicle concerned.

PROCEDURE
DANGER
Park vehicle safely, apply parking brake, stop the engine. Prior to working on the vehicle, set the ignition switch to the OFF position and trip the main circuit breakers equipped with a trip button.
Lockout & Tag out (LOTO) must be performed during set-up, maintenance or repair activities. Refer to your local procedure for detailed information regarding the control of hazardous energy.
1. Measure the tension required to lift the emergency exits handles and unlatch the windows. Do all 12 emergency exits windows (11 on wheel chair lift equipped vehicles).
NOTE
Vehicles with wheel chair lift (WCL) are only equipped with 11 emergency exit windows. the small window next to the WCL door is not an emergency exit.
• Use Prevost
Tool G35694 or equivalent pull weight gauge with resettable highest weight indicator.
• Install the tool hook in the middle of the window handle.
• Point the tool upward at a 45deg angle (with the floor).
• Slowly pull with the tool until the handle unlatches (use a “J” motion, do not pull straight).
• Take this measurement twice to make sure readings are consistent. Take note of the average pull weight.

2. Pull weight should not exceed 20LB (90N) If the pull weight is over the limit, the two handle rollers must be replaced.
• Rollers are located on both sides under the handles.
• To remove the roller, simply unscrew the retaining nut and slide the screw acting as a roller shaft.
• Clean the screw and reinstall new supplied 290576 low tension roller (smaller diameter).
• Put a light coat of red synthetic grease on the new roller (Prevost
683652 recommended).
3. Cycle the handle a few times to break in the new rollers and make sure the mechanism operate properly.
4. Measure again the tension required to lift the handle.
PARTS DISPOSITION
DO NOT RETURN THE REPLACED PARTS. Discard waste according to applicable environmental regulations (Municipal/State[Prov.]/ Federal)
WARRANTY
This modification is covered by Prevost
’s normal warranty. We will reimburse you 1/2 hour (0.5) of labor for the inspection. We will also reimburse you the parts and a maximum of 3/4 hour (0.75) of labor for the rollers replacement (as required) upon receipt of a completed A.F.A. Please submit claim via our Online Warranty System, available at www.prevostcar.com (under service \ warranty section). Use Claim Type: “Bulletin/Recall” and select ‘’Safety Recall 0BSR23-08 “.

WHAT YOU NEED TO DO
Please make an appointment to your nearest Prevost
Service Center and refer to Safety Recall SR23-08 to have the emergency exit windows inspected and adjusted as needed.
Optionally, you may have the work performed by qualified personnel of your choice, following Safety Recall SR23-08 available on Prevost Technical Publications web site at this address: http://techpub.prevostcar.com/en/
The time to inspect and repair your vehicle if required is approximately 1 1/4 hour (1.25 h).
PART AND LABOR CLAIM
Prevost
will reimburse you as described in SR23-08 procedure. Please file an online warranty claim following normal campaign procedures if you are a registered customer, otherwise, contact the Prevost
Warranty Department at 1-866-870-2046 for reimbursement instructions.
NOTICE REGARDING LEASED VEHICLES
If you are a Lessor of vehicles subject to this Notice, you have an obligation under Federal Law to send a copy of this Notice to all Lessees within 10 days.
PRE-NOTIFICATION REMEDIES
If you have previously paid for repairs as a result of this issue, you may be entitled to recovery of those expenses. Prevost
Car US will reimburse the claimant by check for the reasonable amount paid for repairs (i.e. the cost of parts, labor, disposal fees and taxes) that addressed the defect as stated in the safety recall notification. To qualify, repairs must have been completed no earlier than one year prior to the release of the recall and no later than 10 days after the release of the recall mailing of the initial customer notification letter pertaining to the recall. To get reimbursed, please file an online warranty claim following normal Campaign procedures if you are a registered customer, otherwise, contact the Prevost
Warranty Department at 1-866-870-2046 for reimbursement instructions.
REIMBURSEMENT OF PRE-NOTIFICATION REMEDIES
When a Prevost
vehicle is affected by a safety recall and the owner/purchaser (claimant) has the safety-related defect or FMVSS regulatory noncompliance remedied at their own expense prior to receiving the manufacturer notification of the safety recall, Prevost
Car (US) Inc. will reimburse the owner/purchaser for the reasonable amount paid (i.e. the cost of parts, labor, disposal fees and taxes) that addressed the safety-related defect or FMVSS

The emergency exits on the concerned vehicle may not comply with FMVSS 217 S5.3.2.1(a)(3) because the force required to unlatch the emergency window exits could exceed 90 N. FMVSS 1 : 217 – Bus emergency exits and window retention and release FMVSS 2 : NR
Description of the Safety Risk : In an emergency evacuation situation, a non-compliance with FMVSS 217
S5.3.2.1(a)(3) could increase passenger evacuation time and the risk of injury. Prevost
has not received any reports of death or injury associated with this defect. Therefore, we consider this as a proactive measure to protect the public from the potential risk associated with this defect.
Description of the Cause : During the vehicle manufacturing, the emergency window exits were
incorrectly adjusted by Prevost

Description of Remedy Program : Prevost
will inspect and, if required, adequately adjust the emergency exit
windows on the affected vehicle. Letters will be sent to customers to inform them on how to proceed. Prevost
will execute this correction free of charge (parts and labor) for the customers. In case a customer has already inspected and corrected this defect before the safety recall has been launched, this customer will be reimbursed according to Prevost
reimbursement plan. How Remedy Component Differs from Recalled Component : Identify How/When Recall Condition was Corrected in Production : The issue concerns an inadequately installed component, and not a defective component. After the remedy, the emergency exit windows will be adequately adjusted on the vehicle.
The recall condition was corrected in production on March 6, 2023, when an internal campaign was launched. All vehicles are corrected prior to delivery. The emergency exit window adjustment process was revised to avoid future occurrences. Recall Schedule :
