Summary
Nikola Corporation (Nikola) is recalling certain 2022-2024 TRE BEV trucks. The electronic parking brake valve module (PVM) may fail to move into the park position when the parking brake is activated.
Remedy
Dealers will replace the PVM, free of charge. Owner notification letters are expected to be mailed May 1, 2023. Owners may contact Nikola customer service at 1-630-808-4531. Nikola’s number for this recall is 23VDC0301.

Chronology :
3/16/23 Nikola Vehicle Defect Technical Team (VDTT) was informed that Bendix
issued a recall (23E-015) for the Intellipark PVM used in Nikola vehicles. Nikola VDTT launched an investigation with the engineering team.
3/17/23–3/28/23 Nikola worked with Bendix
to determine design, cause, and possible corrective actions.
Vehicle population determined.
3/28/23 After investigation, Nikola Vehicle Defect Technical Team voted to recommend issue to Nikola Vehicle Defects Committee.
4/06/23 Nikola Vehicle Defect Committee determined that a safety-related defect exists and to issue a voluntary recall.

OVERVIEW
Nikola Corporation has submitted a safety recall (number 23VDC0301) regarding the Bendix
Intellipark Tractor Park Valve Module (PVM) defect (recall number 23V-249) that affects Nikola Tre BEV models built between 11/05/2021 and 04/05/2023. Nikola Corporation will communicate corrective actions once a remedy is available. In the meantime, please follow the below instructions to properly activate the parking brake and prevent vehicle roll-away.
PROCEDURE
Note: If abnormal Intellipark brake switch LED operation is observed, do the following procedures.
Note: Repeat these procedures each time the truck is parked.
Parking the Truck
1. Fan the truck brakes as follows:
a. If a trailer is connected, pull the Trailer Air Supply Brake switch (1) to evacuate its air and apply/set the trailer brakes.
b. Push in the Truck Parking Brake switch (2) to release the parking brakes.
c. Pump the brake pedal until the system air pressure drops to under 60 psi (413.7 kPa).
Note: The “BRAKE” telltale lamp/warning message will appear, and air pressure gauge color will change to RED on the cluster display.

d. Continue to pump the brake pedal until the system air pressure drops below 5 psi (34.5 kPa).
Note: The “BRAKE” telltale lamp/warning message will continue to appear, and an audible alert will sound.
e. Without pressing the brake pedal, press the START / STOP button once to transition the truck into the OFF mode.
2. Place wheel chocks on the truck’s tag axle wheels.
Upon Restarting the Truck
1. Remove the wheel chocks from the truck’s tag axle wheels.
2. While pressing the brake pedal, press the START / STOP button once to transition the truck into the ON / Standby mode.
3. Allow the E-compressor to run until the truck’s air system pressure is above 155 psi (1068.7 kPa).
4. Continue with standard operation.

PROCEDURE
Brake Air System Bleed
1. Place wheel chocks on the truck’s tag axle wheels.
2. Fan the truck brakes as follows:
a. If a trailer is connected, pull the Trailer Air Supply Brake
switch (1) to evacuate its air and apply/set the trailer brakes.
b. Push in the Truck Parking Brake switch (2) to release the
parking brakes.
c. Pump the brake pedal until the system air pressure drops to
under 60 psi (413.7 kPa).
Note: The “BRAKE” telltale lamp/warning message will
appear, and air pressure gauge color will change to
RED on the cluster display.

Parking Brake Valve Module Removal
1. Use the manual battery disconnect (MBD) to disconnect the
vehicle’s electrical system.
2. Locate the PVM (1) at the rear of the truck, installed above the
E-axle.
3. Remove the four air hoses (1) from the PVM.
Note: Mark the air hoses for ease of installation.

5. Remove the three nuts (1) from the three bolts (2).
6. Remove the three bolts (2) from the PVM (3).

8. Locate the label (2) and record the serial number from the
removed PVM (1).
Note: The serial number will be a five-digit number (A) found on
the label (2)
9. Record the vehicle mileage.

Parking Brake Valve Module Installation
1. Check and make sure the PVM (1) being installed has a
cable tie (2) installed as seen in the figure.
Note: Do not remove the cable tie. The cable tie identifies the
newly updated PVM.
2. Locate the label (2) and record the serial number from the new
PVM (1).
Note: The serial number will be a five-digit number (A) found on
the label (2)
3. Position the PVM (3) into place on the truck.
4. Install the three bolts (2) into the PVM (3).
5. Install the three nuts (1) onto the three bolts (2).
6. Use a torque wrench to torque the three bolts (2) to
175 ± 25 lb-in (20 ± 3 N·m).

9. Use the MBD to reconnect the vehicle’s electrical system.
10. While pressing the brake pedal, press the START / STOP button
once to transition the truck into the ON / Standby mode.
11. Check the brake system air pressure as follows:
a. Allow the E-compressor to build initial air pressure to
179 ± 1 psi (1234 ± 6.9 kPa).
Note: Pressure will drop and hold at approximately
165 psi (1137.6 kPa). This is normal.
b. Press the brake pedal and keep applying pressure for one
minute.
c. Check and make sure no more than 3 psi (20.7 kPa) have
been lost.

This noce is sent to you in accordance with the Naonal Traffic and Motor Vehicle Safety Act. Nikola Corporaon has decided that a defect which relates to motor vehicle safety exists in all Model Year 2022-2024 Tre BEV trucks manufactured from 11/5/2021 to 4/5/2023. This recall affects the Bendix
Park Valve Module (PVM) in your truck which may intermitently become stuck in the un-parked posion and may not transion from un-parked to parked when the park switch is pulled on the vehicle dashboard. In the interim, if abnormal Intellipark brake switch LED operaon is observed, the vehicle must be parked by depleng air storage by fanning-down the air brake system with the service brake pedal. If a driver does detect the PVM malfuncon indicaons and does not properly fan down the brakes, the vehicle may unintenonally move which increases the likelihood of a crash. Please refer to the enclosed Interim Correcve Acon for more detailed instrucons.
Nikola dealers will replace the PVM in your truck at no cost to you. You should contact your Nikola dealer as soon as possible to arrange for this free replacement. Dear [Dealer],
We want to nofy you of a recall that includes all Nikola Tre BEV trucks. Formal noces and replacement
instrucons will be sent out later this month. This recall affects the Bendix
Park Valve Module (PVM)
which may intermitently become stuck in the un-parked posion and may not transion from un-
parked to parked when the park switch is pulled on the vehicle dashboard. In the interim, if abnormal
Intellipark brake switch LED operaon is observed, the vehicle must be parked by depleng air storage
by fanning-down the air brake system with the service brake pedal. If a driver does detect the PVM
malfuncon indicaons and does not properly fan down the brakes, the vehicle may unintenonally
move which increases the likelihood of a crash. Please refer to the enclosed Interim Correcve Acon
for more detailed instrucons.
Please be reminded that under federal law, it is illegal for a manufacturer or dealership to sell, offer
for sale, or deliver a motor vehicle that contains a safety defect once the manufacturer has nofied
NHTSA about that safety defect. This prohibion does not apply once the motor vehicle or motor
vehicle equipment has been remedied according to the manufacturer’s instrucons.
Nikola is working to establish a recall rework plan across the vehicles in customer hands today, those in
dealer inventory, and those in Nikola inventory.
We have already begun the replacement process. The effort is subject to part availability and service
schedules. We ancipate to complete all rework by June 2023.
We appreciate your collaboraon in providing your specific feedback relang to upcoming retail
opportunies, so we priorize the work accordingly.
Please share your current pipeline and insights on upcoming deliveries at your earliest convenience –

NHTSA Recall #23V-249
Nikola Corporation in accordance with the National Traffic and Motor Safety Act, is conducting
a Voluntary Safety Recall Campaign to replace the Bendix
Park Valve Module (PVM) in all MY
2022-2024 Nikola Tre BEV trucks with VIN numbers 1N9APB1A4N2393001 through
1N9APB1A9R2393324.
This recall affects the Bendix
Park Valve Module (PVM) which may intermittently become stuck
in the un-parked position and may not transition from un-parked to parked when the park
switch is pulled on the vehicle dashboard. In the interim, if abnormal Intellipark brake switch
LED operation is observed, the vehicle must be parked by depleting air storage by fanning-down
the air brake system with the service brake pedal. If a driver does detect the PVM malfunction
indications and does not properly fan down the brakes, the vehicle may unintentionally move
which increases the likelihood of a crash.
A complete description of the recall remedy is included in the Work Instructions attached to
this letter. The remedy is available now. Please make sure that the proper dealership personnel
are familiar with the remedy and warranty procedures. The remedy is offered free of charge to
the customer.

vehicle covered by this notification under a sale or lease until the defect is remedied.

informed Nikola that they issued an equipment recall (23E-015) for this issue.
FMVSS 1 : NR FMVSS 2 : NR
Description of the Safety Risk : An Intellipark PVM that intermittently becomes stuck in the un-parked
position does not allow the vehicle spring brakes to exhaust when the driver pulls the Park Switch. The vehicle must be parked by depleting air storage by fanning-down the air brake system with the service brake pedal. If a driver does detect the Intellipark PVM malfunction indications and does not properly fan down the brakes, the vehicle may unintentionally move which increases the likelihood of a crash. Description of the Cause : Mechanical components in the PVM that are at the upper limit of the design Part 573 Safety Recall Report 23V-249 Page 2 Identification of Any Warning
that can Occur : specification and other tolerance stack-ups allow for excessive internal air leakage. The internal leakage does not allow pressure to build properly when the pilot solenoid is activated.
Park Indication LEDs on the park switch remain off after the Park Switch is pulled indicating that the spring brake system has not exhausted and the vehicle is not parked. issued a recall (23E-015) for the Intellipark PVM used in Nikola vehicles. Nikola VDTT launched an investigation with the engineering team. 3/17/23–3/28/23 Nikola worked with Bendix
to determine design, cause, and possible corrective actions. Vehicle population determined. 3/28/23 After investigation, Nikola Vehicle Defect Technical Team voted to recommend issue to Nikola Vehicle Defects Committee. 4/06/23 Nikola Vehicle Defect Committee determined that a safety-related defect exists and to issue a voluntary recall.
